Network Rankings 2025: Which Telco Offers the Best Coverage in Pakistan?

PTA has released its latest Independent Quality of Service (QoS) Survey conducted during the first quarter of 2025. As always, this survey ranks Pakistan’s various cellular networks based on their performance across several metrics, including network coverage, data speeds, and more.

In terms of coverage, Zong emerged as the best cellular network in Pakistan, according to PTAs’ comprehensive report. The survey assessed the performance of all major Cellular Mobile Operators (CMOs) across 15 cities, analyzing both 4G and fallback 3G signal strength under real-world conditions.

Zong Leads in Network Reach and Reliability

Zong topped the rankings in mobile network coverage, achieving full compliance in all 15 cities surveyed for 4G/LTE signal strength. The operator also maintained a strong presence in 3G fallback areas, with signal confidence levels meeting PTA benchmarks in 4 cities where fallback to 3G occurred. This made Zong the only operator with 100% compliance across all 19 measured coverage instances (15 cities for 4G and 4 for 3G), earning it the #1 ranking in national network coverage.

According to the PTA report, this performance places Zong ahead of its competitors in terms of accessibility, connectivity reliability, and readiness for next-gen mobile broadband services.

Other Networks

Jazz, Pakistan’s largest mobile subscriber base, ranked second. While Jazz achieved 4G signal compliance in 13 out of 15 cities, it failed to meet coverage benchmarks in 2 locations. Jazz had no recorded compliance in 3G fallback, which slightly limited its performance score in areas where network switching occurs.

Ufone shared third place. It also recorded 13 compliant 4G cities and achieved a solid 10-city compliance rate in 3G fallback scenarios. However, Ufone had three instances of non-compliance, slightly trailing behind Zong and Jazz.

Telenor, in contrast, significantly underperformed with compliance in only 8 cities for 4G coverage and 7 for 3G fallback, resulting in 7 instances of non-compliance, the highest among the four major operators. It was ranked last in overall coverage by the PTA.

  • I tried zong and despite its coverage its data network sucked. Poor speed and lack of coverage.

  • Zong’s 4g coverage is unmatched agrees but it fails in comparison to Jazz in terms of Data Through-put(speed).
    Also Zongs upload speeds are so bad.
    Zong doesn’t provide feature like WiFi Calling which is very handy when you are in a spotty coverage areas but you have WiFi available.
    We know this is puff piece by Propakistani for Zong.

    • Zong already offering vowifi and volte both.i think you don’t use zong.zong daily send a sms to its customer about open the phone settings to switch vowifi on zong network in low coverage if wifi is acceble.zong theoughput is best among all operator but one thing i admit that coverage wise jazz is good in cities.zong is good in rural areas.

      • buddy as im writing this comment I am using Jazz WIfi calling feature and my second sim is of Zong which i am using for last 8 years. and I try daily for ZOng Vowifi, but it doesn’t work. so spare me please. I’m talking from Experience

  • Fake survey. Zong in the worst in most of the Zone 2 areas ok KP. And very poor 4G connectivity. U have to call twice to connect properly. I think this report is sponsored by Zong as so many people have converted to other networks

  • Ghalat hai ye data.

    Mere paas Zong, Ufone and Telenor ke sim cards hain or always active hain.

    Zong Full Thaka Hua hai, ground floor pe Internet chalta hi nahi na 4g na 3g

    Or roof top pe ja kar bhi ruk ruk ke chalta hai full 3g, 4g signals pe.

    Ufone Bhi Thakela hai, ground floor pe signal hi nahi aate mahashe ke, roof top pe 2nd floor pe ye bhi full signals dikhata hai magar na 3g sahi chalta hai or na hi 4g, same as zong ruk ruk ke.

    Telenor acha chalta hai, ground floor pe signals bhi aate hain or net bhi chalta hai in a bit good way.

    3g service hai hi nahi Telenor ki humare area mein.

  • You want trash all of them qualifies as trash network, I am using zong for more then 5 years 4g in Islamabad is nearly usable but in KPK don’t even try.

    • Totally agree I live in KPK Peshawar and zong network is absolutely so trash that I had to convert my zong sim to Ufone and Ufone is working like a chef kiss.

  • This post clearly shows that Zong us trying to get their customers back who converted their network from Zong to others like me. 😂

    I used zong more than 7 years but now their service is pathetic in many regions where I mostly travel.

  • I have tried all 4 networks – in cities zong is the best , on motorway M2 – zong and jazz are the best ; remote areas of Pakistan that are not big cities but have good cellular service without 4G and 3G it is Ufone and telenor ; northern areas it is Telenor in Kaghan valley area ; in gilgit Baltistan it is Zong and ufone is getting better . This is based on my personal experience

  • All in All, No single Network is Reliable or Outperforms any other Network. Just Like Everything else.. Sab mil k Baywaqoof bna rhy hain Awam ko (mil k Khaao policy!)

  • In my area, (KPK, Peshawar) Ufone is the best network, with great speed meanwhile zong and Telenor is the worst

  • In my area city Kpk Zong works best even during load shedding while Telenor network some times work sometime not it is slow and during load shedding all signal bar became empty while Ufone signals doesnt work most of times you won’t able to send a single message while using Ufone network in our area.

  • I tried every device all are low class and have less speed and if you compare 3g 4g services
    Full signals but data rate 384kbps which is not even 3g
    We should kick all these service providers out of country and bring real ISP
    PTA get better service providers for people unlike these money hungry low level garbage service providers
