The Federal Investigation Agency has arrested Chairman Pakistan Agriculture research Council (PARC) Ghulam Muhammad Ali in connection with illegally recruiting 168 officers/ officials in PARC Islamabad without publishing any advertisement.
Documents state that consequent upon enquiry No. RE-120/25 that was registered in compliance of directions passed by PAC vide Para No. 33.5.1, it has been transpired that below mentioned officers/ officials of PARC Islamabad who in active connivance with one another illegally recruited 168 officers/ officials in PARC Islamabad without publishing any advertisement in response of already published advertisements i.e. 03-04-2022, 17-08-2022, 20-10-2022 & 01-03-2023 regarding recruitment against 164 posts.
They published advertisements for recruitment against 164 posts, but recruited 332 posts illegally. Thus, they, by misusing/ abusing their official positions and for illegal financial gains, caused huge loss in respect of salaries, honorarium as well as other perks and privileges of illegally recruited 168 officers to the national exchequer.
In addition to this, they adopted nepotism in the illegal selection of 168 officers/ officials. In fact, they enhanced 332 posts from 164 just to benefit their relatives and friends in violation of prevalent laws, rules and SOPs. The accused officers/ officials of PARC Islamabad includes Mujahid Mujatab, Assistant Director, HR, Dr. Muhammad Asim, PSO/ Director (PSD), Ikhlaq Malik, Director (Estt.), Dr. Shehzad Asad, Deputy DG, Shahid Maqsood Gill, Member Natural Resources Division, Ghulam Sadiq Afridi Member (SSD), Dr. Zia Ul Hassan, Member (ASD), Dr. Imtiaz Hussain, Member Plant Sciences Division, Tariq Ali Nawaz, Director Establishment, Saima Akhtar, Deputy Director (HR), Muhammad Naveed Mushtaq Khan, Director Finance, Muhammad Ishaque, Secretary Council, Sajid Sharif, Senior Technical Officer, Tahir Saleem, Director (Logistics), Malik Muhammad Yousaf, Director (AZRI Bahawalpur), Member, Zahid Hussain, Assistant Director (Rec.), Dr. Muhammad Asim, Director (CG & MoU) nad Muhammad Saeed Ullah Yousafzai, Member Finance, PARC.
They adopted an illegal recruitment process regarding the enhancement of posts from 164 to 332. The aforementioned accused officers/ officials of PARC Islamabad by misuse of their official positions for illegal financial gains & ulterior motives have committed criminal misconduct by violating laws pertaining to recruitment & for adjusting recruiting their relatives/friends illegally & unlawfully.
These acts constitute misuse of official authority, corrupt practices, criminal misconduct, nepotism, and embezzlement of public funds. Hence, after approval from the competent authority, a case is made out and being registered against the above named officers/ officials of PARC Islamabad under Sections 34, 109, 409, 468, 471 PPC r/w 5(2)47 of PCA 1947 whereas the role of other officers/ officials/Committees of PARC Islamabad, if involved, & beneficiaries would be thrashed out in due course of investigation.
Sources asid that Ministry of National Food Security and Research officials are also involved as the management of PARC cannot do this illegal work without the connivance and directions of officials sitting at that time in ministry, so FIA also needs to probe them.
