The Capital Development Authority (CDA) has been accused of continuing to illegally seize stray dogs from the streets of Islamabad’s G-10 sector, in direct violation of an Islamabad High Court (IHC) stay order issued earlier this year. The court had explicitly banned the capture of stray dogs until a comprehensive framework for their management was established, a framework which, to date, does not exist.
Despite the ban, recent video evidence shows CDA teams actively grabbing stray dogs from the streets of G-10 and taking them away. The footage has sparked outrage among animal welfare advocates, who say the CDA is exploiting the current court recess to operate with impunity.
One activist who chose to stay anonymous said:
The stay order is still in place, yet the CDA is openly violating it. Since the courts are closed, they are taking advantage of the situation.”
CDA’s Response
We reached out to CDA for an official comment on the matter, to which they responded by sending pictures of healthy dogs being taken care of at CDA with food and love. They also added that “you are welcome to come and adopt these dogs.”
From the looks of it, it seems these pictures are kept purely for PR purposes to showcase how well the conditions are at CDA’s facility. On the other hand, we at ProPakistani have previously shared images of dogs in poor conditions at other CDA facilities.
Abuse Inside CDA Facilities
Adding to the controversy, multiple sources connected to CDA operations have confirmed to ProPakistani that stray dogs in CDA custody are being subjected to abuse. The sources, who spoke on condition of anonymity, cited fear of professional retaliation but said they had personally witnessed mistreatment.
These claims are backed by additional video evidence allegedly showing dogs being abused inside CDA facilities.
Court-Ordered Ban Ignored
Earlier this year, the Islamabad High Court, responding to public petitions and expert testimony on humane animal control, ordered a complete halt to the seizure and killing of stray dogs in the capital. The court ruled that no such action could be taken until a structured, humane framework was drafted and implemented, one that would ensure vaccination, sterilization, and rehabilitation rather than capture and killing.
However, with no such framework in place, critics say CDA’s current operations are illegal and undermine the authority of the judiciary.
Calls for Urgent Intervention
Animal rights groups are now calling on the Chief Justice of the Islamabad High Court to take immediate notice of the violations once the courts resume. They are also urging federal authorities to intervene to prevent further harm to stray animals and to hold CDA officials accountable.

Those stray dogs are harming the residents and most of the people can’t even afford the vaccine which costs about 60k from pims.
Many innocent children and even adults of this sector are fighting for their lives because of biting of those dogs.
There are humane ways of dealing with the issue
Are you suggesting that these human beings shold be left to be fiercely attacked and bitten by these dogs?
So deal with them in humane way, no one is saying to do otherwise.
One of the humane ways is that you people should adopt these dogs.
And until they find a solution to this problem, children are going to keep dying to attack of these ever increasing packs of stray dogs.
How many more years will it take to chalk up the humans alternate ways?
I am sure if this issue was occuring in the premises of an influential persons home, the policy will come next day followed by action.
It is very sad to see how much the quality of our writing and thinking has declined.
In the past few days, stray dogs in different sectors of Islamabad have not only savagely attacked and injured men, women and children but have also bitten many people. But it is a pity that neither proPakistani, nor its so-called intellectual writers nor so-called animal rights groups have any feelings for these human beings. Just a few days ago, a woman in sector G-10 was attacked and now she is without a finger or so. Another person was bitten by a dog in the same sector. When he went to the hospital, there are no vaccines available, and a vaccine from the shop costs 50 to 60 thousand rupees. Now what should that poor, needy person do? This person got 16 vaccines in one day and 12 or 14 the next day.
Now why don’t the proPakistani, its so-called intellectual writers or so-called animal rights groups buy these vaccines and give them to such affected people?
Why such anti-humane behavior of these entities?
The solution is very simple. The Pro Pakistan, its so-called intellectual writers or so-called animal rights groups should adopt these dogs.
In this way, they will take a good care of these dogs and will prove their love for humans as well.
The court basically under Article 5 (4) of the ICT Stray Dog Population Control Policy of 2020 mandated CDA to develop a framework for running the center in Tarlai, the lack of such a framework is the main cause why the policy has never been truly implemented.
The policy requires TNVR, which stands for trap or capture, Neuter or sterilize, vaccinate and Release the dog from where it was found with a collar or id tag.
To date dogs have been picked up but none have been returned. To date dogs have suffered at the facility due to lack of veterinary expertise, all a rising out of the fact that no framework for implementation of the 2020 policy and the center exists.
Legally speaking without a legal framework, no center can operate, be it of any govt department in whichever province in Pakistan.
Hence picking up dogs is a violation of a subjudice matter going on at the Islamabad high court. Another major concern is the disease spread in the center, a massive issue for human health.
For the dozen of Men Women and childern injured and even killed by these stray dogs FIR of Murder and attempt to murder should be registered against the Judge who ordered to stop elimination of Stray dogs and those Animal right activists who oppose.
In a country where humans die of hunger they want facilties for stray dogs.. The response by CDA is superb… Adopt them and take them to your homes…
