Islamabad is Getting a New Waste Collection System With Fines for Littering

Capital Development Authority (CDA) has decided to introduce new bin models, stricter enforcement, and international-standard service providers to improve cleanliness across the federal capital.

The decision was taken at a high-level meeting chaired by CDA Chairman and Chief Commissioner Islamabad, Muhammad Ali Randhawa, at CDA Headquarters on Friday.

Senior CDA members, including those from administration, engineering, planning, and environment, along with directors of solid waste management and other officers, attended the session.

According to the briefing, Islamabad has been divided into two operational packages: one covering sectors and urban zones (1, 2, and 3) and the other comprising rural areas (Zones 4 and 5).

A two-bin waste collection system will be introduced in residential areas, while a three-bin system will be implemented in commercial centers and markets after a feasibility study.

Randhawa directed officials to speed up the formal bidding process for selecting waste management companies, stressing transparency and open competition.

The bidding must be merit-based and attract financially sound national and international firms to ensure high-quality services, he said.

The chairman further instructed that best practices from Punjab and other provinces be incorporated into Islamabad’s model. He also emphasized enforcement, directing the introduction of fines for littering.

Additional measures include the establishment of a Material Recovery Facility for sorting waste, segregation of green waste at the wholesale vegetable market, and a central control room for real-time monitoring of the new system.

Randhawa underscored that the entire process must be completed swiftly to deliver tangible improvements for residents.

The citizens of Islamabad deserve a high-quality, optimal cleanliness and waste management system, and it is our responsibility to ensure this is implemented without delay, he added.

    • Gave you a 👍🏻, but your wrong on been wasteful… Cause have you ever considered, the kick back these people are getting… And than since they are going to consider Punjab… Ever wondered the kick back the people who got them in there are going to get… Technically its all about kick back and lots of money… So not wasteful, just cause you and i are not making any.

  • These plastic containers will disappear within days, especially if mounted on the wheels. The scavengers will put the trash upside down, and children will play with these plastic containers like toys.

    Before stationing these containers, there was need to develop among the people a culture of trash management. We are still at a stage where we throw the trash in front of the neighbours’ houses rather than our own.

    Please, please, please do not jump that high and that fast. You will only fall.

  • Very good approach. But first start an awareness campaign for the public on existing system. Further it is also suggested that the dumping point must be relocated from residential area i.e from I-11 to some remote place.

  • I wrote emails at the CDA official email addresses of “contact us” and “CDA cares” with attachment of a garbage dump on green belt requesting it to be removed. Nothing happened. CDA doesn’t care at all even if their own job of removing the waste is pointed out to them :-(
    No body from CDA responds to calls.
    Pathetic people. Pathetic admin.
    THEY JUST SEND PROPERTY TAX BILLS. CORRUPT AND DESTRUCTIVE AUTHORITY(CDA)

  • While placing these garbage drums, a watchful eye is needed regarding those pathan children whose parents want them to collect garbage which can be sold to ردی , they usually empty these dumsters and collect what they were looking for and leave the rest on the roads ,not bothered and then go for the next. I hope our markets get cleaned.
