The Federal Directorate of Education (FDE) has directed all Islamabad model schools and colleges, covering both boys’ and girls’ institutions in urban and rural areas, to establish book banks starting from the 2026–27 academic session. The initiative is designed to ensure the timely distribution and efficient utilization of free textbooks provided by the government.
As part of the new policy, schools are required to collect textbooks from students at the end of the academic year, before the announcement of final exam results. These books will then be redistributed for use in the next session for free. The directive clearly states that only students who return their old textbooks in good condition will be eligible to receive new sets of books.
This measure is aimed at reducing textbook shortages, minimizing costs, and promoting a culture of book preservation and reuse among students.
Heads of institutions must prepare standard operating procedures (SOPs) for the collection, stacking, and subject-wise organization of books. Schools have also been instructed to maintain proper records to ensure transparency in the distribution process.
Area Education Officers will supervise and monitor these activities, ensuring that the system is implemented effectively and according to the guidelines. The FDE has emphasized that the exercise must be carried out in the true spirit of resource management and accountability.
Officials note that creating book banks will not only improve textbook accessibility for students but also contribute to environmental sustainability by reducing paper printing. It also encourages students to handle books responsibly, knowing they will be passed on to their peers.
The directive was issued with the approval of the Director (Academics & Quality Assurance) and signed by Assistant Director (Academics) Abid Ali Khan. Copies of the notification have also been sent to the Director General (FDE) and the Director of Colleges, Schools, Academics & QA for further action.
