Govt to Shift Federal Constabulary Headquarters to Islamabad

The government has approved the relocation of the Federal Constabulary (FC) Headquarters from Peshawar to Islamabad, marking a major structural shift for the force.

Interior Minister Mohsin Naqvi chaired a meeting at the Capital Development Authority (CDA) headquarters to review the relocation plan. Minister of State for Interior Talal Chaudhry, along with senior officials from the Interior Ministry, CDA, Islamabad Police, and the FC command, also attended the session.

Naqvi directed the CDA to identify suitable land in the capital for the new headquarters and asked officials to prepare a comprehensive master plan. He emphasized that the new facility should meet both administrative and training requirements, reflecting the government’s vision of transforming the FC into a modern, dynamic, and robust federal force.

The decision follows President Asif Ali Zardari’s promulgation of the Frontier Constabulary (Reorganization) Ordinance 2025, which formally converted the Frontier Constabulary into the Federal Constabulary with expanded powers and jurisdiction. The ordinance amended the century-old Frontier Constabulary Act of 1915, with approval from the federal cabinet.

Under the new framework, the FC will operate nationwide — covering all provinces, the Islamabad Capital Territory, Azad Jammu and Kashmir, and Gilgit-Baltistan — moving beyond its earlier role confined largely to Khyber Pakhtunkhwa’s border areas.

The ordinance also provides for the appointment of an Inspector General to lead the force, with divisions commanded by officers equivalent to the Deputy Inspector General rank. The new structure includes two wings:

  • Security Division – consisting of existing FC personnel
  • Federal Reserve Division – responsible for anti-riot duties, counterterrorism, special protection tasks, and internal security operations.

Officials said the restructuring is aimed at strengthening law enforcement capabilities and enabling the FC to better respond to emerging security challenges across the country.
