KP Changes Vehicle Number Plate Ownership Rules

The Khyber Pakhtunkhwa government has launched a new system for vehicle registration and number plates, modeled after the federal system. The update is aimed at enhancing security, reducing the use of vehicles in criminal activities, and offering greater convenience to the public.

Linking Vehicle Registration to CNIC

Under the new system, vehicle registration numbers and number plates will be linked to the owner’s Computerized National Identity Card (CNIC) instead of the vehicle’s chassis number. This change is intended to improve accountability and traceability in vehicle ownership, making it easier for law enforcement to track vehicles used in criminal activities.

The new system has been implemented across Khyber Pakhtunkhwa with immediate effect. Full enforcement will begin after November 30, 2025, giving vehicle owners time to transition to the updated system.

Vehicle Ownership and Transfer Process

The Excise, Taxation, and Narcotics Control Department has issued guidelines for vehicle owners. Under the new law, vehicle owners are required to transfer their purchased vehicles into their name within three months. Those who have sold their vehicles must ensure that the ownership is properly transferred to the buyer.

When a vehicle is sold, the CNIC-linked registration copy or smart card will be deactivated but remain with the previous owner until reassigned to the new owner.

Number Plate Retention and Transfer

Owners will be allowed to transfer their registration number and plates to a newly purchased vehicle. Deactivated numbers can be retained for up to three years, provided they undergo annual biometric verification. If the number is not reassigned within the three years, it will be cancelled, and the registration copy, smart card, and number plates must be returned to the registering authority.

This new vehicle registration system aims to streamline the process for citizens while improving security by ensuring better tracking and transfer of vehicle ownership.
