CDA Cancels NOC of Famous Housing Scheme in Islamabad

The Capital Development Authority (CDA) has officially cancelled the Layout Plan (LOP) and No Objection Certificate (NOC) of the Islamabad Gardens Housing Scheme, located in Sector E-11, Islamabad.

The decision was conveyed through a formal letter issued by the CDA’s Directorate of Housing Societies, Planning Wing, addressed to the President of the Multi Professionals Co-operative Housing Society.

The authority stated that the cancellation followed multiple warnings and communications issued between 2011 and 2025.

According to CDA records, the Islamabad Gardens scheme was originally approved on June 10, 2005, over an area of 811 kanals, subject to specific conditions.

The approved land distribution included residential, commercial, institutional, and open-space allocations. The society was permitted to develop under strict compliance with planning and development regulations, but the CDA noted that the developers repeatedly violated these conditions.

The authority cited several violations, including unauthorized land-use changes, encroachments, failure to develop essential infrastructure, and non-compliance with planning standards.

Despite repeated reminders and notices over the years, the society failed to rectify the irregularities or submit progress reports to the Planning Wing. The CDA also observed that portions of the scheme were being marketed and sold without proper verification or approval, misleading the public.

In its cancellation order, the CDA emphasized that the Layout Plan and NOC now stand withdrawn, and any development or sale of plots under the name Islamabad Gardens will be deemed illegal and unauthorized.

The authority cautioned citizens to avoid transactions with the housing society and advised residents and potential buyers to verify all projects directly through the CDA’s official website or the Directorate of Housing Societies.

The letter further noted that the decision followed a comprehensive review and multiple field inspections, which confirmed non-conforming developments and violations of the approved layout plan.

The CDA clarified that despite multiple opportunities for compliance, the society failed to meet regulatory obligations, leaving the authority no choice but to revoke its approvals.

The CDA added that this cancellation is part of a broader initiative to ensure planned and regulated urban development in Islamabad, vowing to continue strict enforcement actions against unauthorized housing schemes and developers involved in misleading the public or undermining the integrity of the city’s master plan.

  • Who dam cares about NOC from CDA?. Dozens of societies have been established and expanded in ICT without approval of CDA. Corrupt CDA staff and Judicial system has totally facilitated them.

  • It is a joke with public. The developers have already sold every inch of land and now CDA got up from sleep for over 20 years.

  • The recent cancellation of the No Objection Certificate (NOC) for Islamabad Gardens by the Capital Development Authority (CDA) raises significant questions about the authority’s effectiveness and commitment to enforcing land-use regulations over the past two decades.

Approved on June 10, 2005, the Islamabad Gardens project was allocated 811 kanals for residential, commercial, institutional, and open-space development, with strict compliance mandated by CDA regulations. However, the CDA has cited repeated violations, including unauthorized land-use changes, encroachments, and the failure to develop essential infrastructure. Despite numerous reminders and notices, the authority did not take stringent action against the developers, allowing these issues to persist unchecked.

The CDA’s inability to enforce compliance raises concerns about its oversight and regulatory capabilities. If violations were evident, why did the CDA not take decisive measures earlier? The public was misled as portions of the scheme were marketed and sold without proper verification, indicating a lack of accountability on the part of both the developers and the authority.

This situation highlights a systemic failure within the CDA, suggesting a need for a thorough review of its processes and a commitment to transparency and enforcement. Citizens deserve to know why the CDA allowed these irregularities to continue for so long and what steps are being taken to prevent such lapses in the future.

As we move forward, it is imperative that the CDA not only rectifies these past failures but also establishes a robust framework to ensure that such violations do not recur. The trust of the public hinges on the authority’s ability to uphold regulations and protect citizens from fraudulent practices in the housing sector.

  • What treatment will be given to those who have built residences on approved residential locations.??

  • Pathetic performance of CDA first they fill their pockets and keep looking other way while public is fleeced of their billions in the name of housing scheme then one day CDA wakes up after decades to declare a housing scheme illegal, what a joke and mockery of law and Zoning regulations. Like airports ICT also needs to leased to private operators under a professional oversight body to strictly enforce Master Plan spirit.

  • If only people knew it. A supreme or I think Sindh High Court decision from 1936 or even earlier from United India. A good lawyer would know. If I got time, I can share. However, that NOC decision is related to fuel stations. An NOC once given cannot be withdrawn.
