Nepra Fines 3 Electricity Companies Rs. 100 Million for Overbilling

The National Electric Power Regulatory Authority (Nepra) has imposed fines totaling Rs. 100 million on three state-run power distribution companies, Gepco, Fesco, and Qesco, for overbilling consumers, inflating losses, and failing to improve recoveries during the fiscal year 2023-24.

Nepra’s investigation found that Gujranwala Electric Power Company (Gepco) manipulated meter readings to understate its transmission and distribution (T&D) losses, which rose to 11.48 percent, exceeding the regulator’s target of 9 percent. Gepco admitted to overbilling practices that “affected millions of consumers” and violated both the Nepra Act and the Consumer Service Manual. The company was fined Rs. 50 million and given 15 days to pay.

Separately, Gepco was also fined Rs. 100,000 per day for ongoing non-compliance with Nepra’s earlier order requiring 100 percent earthing of HT/LT structures within its network.

Faisalabad Electric Supply Company (Fesco) received a penalty of Rs. 10 million for deliberate overbilling and concealing operational inefficiencies. Fesco also failed to reduce T&D losses in FY2023-24. Nepra dismissed Fesco’s claims that reduced industrial demand led to higher losses, stating the company “manipulated bills to conceal inefficiencies” and failed to provide adequate justification.

Quetta Electric Supply Company (Qesco) was fined Rs. 40 million for persistent inefficiency, poor recoveries, and failure to curb T&D losses. Qesco attributed its weak performance to non-payment of agricultural subsidies and law-and-order issues in Balochistan, but Nepra rejected these explanations as “unconvincing and repetitive.”

The regulator noted that Qesco had long been aware of operational challenges in remote areas but “failed to plan investments or improve recovery strategies despite repeated support through federal programs.”

Nepra has directed all three utilities to deposit the fines within 15 days, warning that non-payment could result in recovery through arrears of land revenue and further legal action.

    IT POSES CLEAR CUT THE RULE OF LAW BUT ACCORDING TO EJAZ GOHAR BILLIONS AND BILLIONS WERE PAID TO THEIR LOVED AND IT BROKE THE WORLD RECORD IN LOOTING THE PUBLIC MONEY BUT NONE WAS SUMMONED NOR ACCOUNTED.

    • Article six invocation under summary trial courts is only solution to this cancer spread in all our public service organs of state.
      All such people has betrayed their oath which demands to protect life honor and property of each citizen indiscriminately.
      But instead they have become looters and robbers of public exchequer and public personel assets.

      Money should be charged from their personel finances and properties.
      If they will pay from company funds line losses will increase to get the money again from public.
      These corupt elements present inside our public service departments are inside enemies and are directly or indirectly linked to outside ones.
      Actions must be taken already we are late since decades.

  • Enemy attacking from east and west and smuggling on third boarder are dangerous but real danger is from this inside enemy which is hidding in all our state organs and doing things against people and nation and immune to any accountability.

    Put the money towards compensation to affected public as a whole.
    Try all the culprits with article six in speedy trial courts as they betray their oaths to protect life honor and property of each citizen indiscriminately but they became looters and robbers.

    Now actions are needed.

  • Bhi g nepra walo kuch sharm kro. Dakaiti awam k sath ki gaei hai. Terrorism ki fir daini chahye aur officials k khilaf sakht sy sakht karvaei ki jaani chahye. But afsoos k jurmana lo , sarkari khazany mein jama karva aur allah hafiz. What non sense. Yeh bhi batana chahye k sdo, xen, etc k khilaf bhi karvai ki gaei hai. Kisi officer ko removal from service nahi krty. Secondly wapda k mulazmin khud hi chour geun. Sirf wapda mulazmin k meters ki daily basis pr checking ki jaye tou line losses 6 percent sy bhi kum ho jaein gay.
