The Joint Investigation Team (JIT), formed to investigate the stalled development and complaints from allottees of the Rawalpindi Development Authority’s (RDA) approved University Town housing scheme, has advised the Rawalpindi Deputy Commissioner to block the identity cards of the scheme’s owners and sponsors.
The team also recommended imposing restrictions on the sale and purchase of their properties. Residents and allottees of University Town, located near the motorway toll plaza, have faced prolonged hardship due to the lack of essential facilities and the near-complete suspension of development work.
Despite several rounds of meetings between RDA officials, the scheme’s owners and sponsors, and representatives of the affected allottees, the situation remained unresolved, prompting escalation of the issue.
Following directives from Punjab Secretary Housing Noorul Amin Mengal, RDA Director General Kinza Murtaza constituted a Joint Action Team led by Additional Director General Mansoor Ahmed Khan to review the matter.
In its official communication to the Deputy Commissioner, the JIT recommended that the CNICs of University Town’s owners and sponsors be blocked and a ban placed on any sale or transfer of their assets. The proposal aims to prevent these individuals from liquidating their properties and leaving the country without addressing the grievances of the allottees.
