The Federal Government Employees Housing Authority’s (FGEHA) flagship apartment project at Kashmir Avenue in Sector G-13 remains incomplete even after six years, the National Assembly was informed.
Minister for Housing and Works, Mian Riaz Hussain Pirzada, disclosed in a written reply that construction work at the site has remained halted since 2021 due to multiple setbacks, including the Covid-19 pandemic and rising construction costs.
According to the minister’s response, registration and membership for the Kashmir Avenue G-13 apartment project were open from December 15, 2019, to January 10, 2020.
He clarified that all registered members whose cases fell within merit were allotted apartments under the prescribed policy and criteria. However, at present, no further registration or membership process is open for the project.
Pirzada stated that construction work was stopped by the contractor in November 2021 when the physical progress of the project had reached only 16.27 percent. The contractor cited the pandemic and an unprecedented increase in construction material prices as key reasons behind the suspension.
Despite the long pause, the project has not yet resumed, leaving hundreds of federal employees waiting for possession of their allotted apartments.
The minister further revealed that a substantial volume of water had accumulated at the site, particularly in the basements of Towers A and B, following the recent monsoon rainfall. However, effective protective measures were taken to safeguard the structure, including continuous de-watering operations throughout the rainy season.
He assured the National Assembly that water was successfully removed soon after the end of the rainy season, and the project site currently remains free from accumulated water. Despite these efforts, the long delay in construction continues to raise concerns among registered members and allottees who have been awaiting completion of the much-publicized FGEHA housing project for years.

Contractor and Project Director are main persons and responsibility may also be imposed on them .. Necessary measures may also be taken to resume work within same amount and scope urgently……..Issue if ant may be resolved
This is common issue in our society, lack of accountability and no one is made responsible for such negligence
In other countries if this happens, proper investigation is initiated and accountability & punishment is must for corruption
The irony of the nation is zero accountability. Ministry of Commerce cooperative housing society was formed by Ministry of Commerce and completion of house was 1994.. 21 years have passed nothing has been done..Simple solution is either CDA or DHA should take over the society in the best interest of public.
If you look into revision of project costs it is almost with every other state project.
This is very lovely habit of alliance of contractor and public servents involved from any organ of state.
They get mutual benifits by robbing public finds delaying nations development and creating uncertainty and raising coruption in the nation.
solution to this problem is to invoke article six in summery trial courts against all those involved bcz they couldn’t protect the wealth and Honor of the nation / people and therefore guilty of betrayal of their constitutional oath.
