Only 25% of Pakistan’s Telecom Infrastructure Providers Are Doing The Work: PTA

Only 25% of Telecom Infrastructure Provider (TIP) license holders have made meaningful progress in supporting Pakistan’s digital connectivity goals, according to a Pakistan Telecommunication Authority (PTA) document.

The document reveals that out of 24 TIP licenses issued so far, only 14 companies have deployed optical fiber networks. Among them, just six licensees have laid 300 kilometers or more of fiber infrastructure.

According to the report, 19 TIP licensees have started operations while five remain non-operational despite holding valid licenses. However, the overall deployment remains limited, with most companies failing to make substantial progress in expanding telecom infrastructure nationwide.

The PTA notes that this lack of activity undermines the purpose for which the licenses were issued. Most licensees have remained largely inactive and have not contributed to national goals related to fiberization, network resilience, and improved digital connectivity.

The Authority states that such minimal deployment falls short of expectations under the Pakistan Telecommunication Act, which requires licensees to contribute to public interest and user benefit. PTA adds that the situation shows an urgent need for stronger regulatory measures to ensure licensees play an active role in strengthening the national telecom infrastructure.
