Govt to Set Base Price, Issue Guidelines for 5G Spectrum Auction

The federal cabinet has approved the auction of 5G spectrum, with the federal government expected to issue formal policy directives shortly.

These policy guidelines will define the objectives, scope, and terms of the 5G spectrum auction, providing a clear framework for the process.

Under the proposed guidelines, the federal government will set the base price for each spectrum band.

Sources told ProPakistani that the decision to keep spectrum prices relatively low is based on recommendations from the government’s consultant and aims to accelerate the rollout of 5G services nationwide.

Sources added that specific conditions will be imposed to ensure the early deployment of 5G services. These include a requirement for operators to launch services in major cities within six months of the auction. The 5G spectrum auction is expected to take place by mid-February 2026, while the Pakistan Telecommunication Authority (PTA) has already completed its preparatory work.

After the policy guidelines are issued, the PTA will finalize the auction format and identify the spectrum bands to be offered. The authority will also determine reserve prices, lot sizes, and rollout obligations. A detailed Information Memorandum will then be issued, covering all technical, legal, and commercial aspects of the auction.

The Information Memorandum will outline auction procedures, bidding rules, eligibility criteria, spectrum caps, payment schedules, licensing terms, compliance requirements, rollout timelines, coverage targets, and service quality standards.

Interested telecom operators will be required to submit applications, bank guarantees, and relevant documentation. Spectrum licenses will be issued to successful bidders in accordance with the prescribed rules.
