The management of Pakistan Institute of Medical Sciences (PIMS) in Islamabad has once again raised questions over its unusual administrative decisions after extending the contract of a cleaning company with a history of poor performance, despite multiple fines and warning notices.
Official documents reveal that the company “Imran & Co.”, responsible for cleaning services at PIMS, has received 15 warning notices at different times.
The notices cited serious issues, including failure to provide required cleaning equipment during the tender process, lack of cleaning machines and tools, and severe shortage of manpower.
The documents also show that the company was fined over Rs. 6 million this year, a fact confirmed by a PIMS spokesperson, who added that show-cause notices were also issued along with the fines.
A special committee formed to review Imran & Co.’s performance this year officially expressed dissatisfaction with the company’s overall work. The committee’s report highlighted a significant shortage of cleaning staff during evening and night shifts, which caused difficulties for patients and attendants.
Despite these glaring issues, PIMS’ procurement department, with approval from the Executive Director, surprisingly granted the company an extension for the upcoming year without a fresh tender.
Furthermore, even after the extension notification was issued in November, the company received three more warning notices, further fueling questions about the administration’s decision-making process.
