Lahore Makes Rooftop NOC Mandatory for Basant

The Lahore administration has made it mandatory to obtain a no-objection certificate (NOC) for rooftop kite-flying events during Basant where gatherings exceed the permitted number of participants.

Lahore Commissioner Maryam Khan announced that under newly issued standard operating procedures (SOPs), all rooftops hosting kite-flying events must be registered.

Quick response teams will inspect rooftops and verify NOCs to ensure compliance with safety regulations.

She said the administration is enforcing a zero-tolerance policy, adding that rooftop gatherings exceeding approved capacity will not be allowed without an NOC.

Authorities aim to ensure public safety while allowing citizens to celebrate the festival responsibly.

The commissioner also confirmed that awareness campaigns about Basant safety laws and codes of conduct are ongoing in educational institutions.

She added that over 2,276 kite sellers across Lahore have already been issued NOCs, with registration of sale points expanding, including in red-zone areas.

Meanwhile, preparations for Basant are in full swing, with large crowds visiting Mochi Gate, the city’s main kite market. However, rising prices have made kites and strings expensive for many buyers.

Traders reported that kite and string prices have surged, with high-quality kite string rolls selling for up to Rs8,000.

Authorities have urged citizens to follow safety guidelines so the festival can be celebrated safely and responsibly.
