CDA Shares Details of Properties Allotted to Foreign Nationals in Islamabad

The Capital Development Authority (CDA) has allotted and transferred certain properties in the Islamabad Capital Territory (ICT) to foreign nationals, according to official records shared by Interior Minister Syed Mohsin Raza Naqvi in response to a parliamentary question.

As per the record of Estate Management-II (Commercial), Plot No. A-26, Park Road, Chack Shahzad, Islamabad was initially allotted to Mr. Mubashir Ahmed Choudhry on December 24, 1970. Over the years, the property was sold and transferred through several individuals, with each transfer carried out through official CDA procedures.

The Ministry of Interior issued a No Objection Certificate (NOC) on October 2, 1994, in favour of H.E. Mr. Rashid Sultan Al-Mukhavi, former Ambassador of the United Arab Emirates to Pakistan, allowing him to purchase the property. A transfer letter was subsequently issued in his name on November 20, 1994.

Following his death, the property was transferred to the legal heirs of the late ambassador with effect from February 15, 2003. According to the latest available record, the property has recently been transferred to Mr. Hamad Ali Saeed Salmoon Alberi.

In another case, CDA allotted land measuring 20,000 square yards in the Diplomatic Enclave in 1980 to His Excellency Sheikh Al-Ahmad Al Jabbar Al-Sabah, who was then serving as Ambassador of Kuwait to Pakistan. The plot was allotted for the construction of residential villas against a payment of Rs. 2.00 million.
