The Khyber Pakhtunkhwa (KP) government has introduced a comprehensive new policy aimed at protecting transgender individuals from harassment, violence, and discrimination while promoting their social and economic rehabilitation.
According to official policy documents, the province will establish a special endowment fund for the first time to improve the economic conditions of transgender individuals. The fund is designed to provide long-term financial support and strengthen economic opportunities for the community.
The policy also calls for the establishment of rehabilitation centers, safe homes, and community shelters for transgender individuals. In addition, the creation of a Transgender Persons Welfare Registry and a formal database has been made mandatory to ensure effective support for eligible individuals.
Under the policy, transgender individuals must be included in provincial and national social protection programs, grants, health insurance schemes, skill development programs, and emergency response initiatives.
The Department of Social Welfare has been designated as the focal department responsible for overseeing their inclusion and integration into all government services and schemes across the province.
Furthermore, the policy requires coordinated action among various provincial departments and commissions. It recommends including transgender individuals in the case management system, protective shelters, and family mediation mechanisms.
The policy also mandates the inclusion of transgender rights awareness in police training courses. Transgender coordination desks will be established at police stations to improve access to services and protection. Similarly, the Transport Department will introduce verified training programs for drivers and conductors to promote sensitivity and awareness.
In addition, the Departments of Health, Education, and other relevant institutions are required to incorporate recommendations related to the rehabilitation and mainstream inclusion of transgender individuals as a mandatory part of their operations.
The provincial government stated that this policy marks a significant step toward providing a dignified and secure environment for the transgender community in KP.
