KP Launches First Livestock Management System

Chief Minister Mohammad Sohail Afridi on Friday launched Khyber Pakhtunkhwa (KP) first Livestock Management Information System (LMIS) to improve transparency, digital governance, and service delivery in the livestock sector.

Speaking at the inauguration ceremony, the chief minister said livestock is the backbone of the province’s rural economy, contributing nearly 25 percent to the provincial GDP and supporting millions of livelihoods across the province.

He stressed that data-driven governance is the most urgent requirement to develop the livestock sector, which he described as one of the most important yet neglected areas of the provincial economy.

He highlighted the province’s large livestock population, which includes 13.51 million cattle, 3.94 million buffaloes, 22.49 million goats, and 7.64 million sheep.

He said improving productivity, animal health, and farmer facilitation through modern technology remains a top priority of the provincial government.

The chief minister noted that the existing livestock service delivery system has largely remained manual and fragmented, leading to inefficiencies in outreach, recordkeeping, planning, and accountability. He emphasized that reliable, real-time data is essential for evidence-based policymaking.

“LMIS is designed to bridge this gap by enabling real-time reporting, monitoring, and transparent oversight,” he said, adding that the system is not just an IT platform but a comprehensive governance reform initiative.

He explained that the new system will establish a centralized digital network linking farmers, field formations, veterinary hospitals, mobile veterinary clinics, and research institutions under a single integrated framework. This, he said, will improve coordination, monitoring, and policy planning across the sector.

Zariful Maani, the principal architect of LMIS and other recent reforms, said that digitalization was prioritized soon after he assumed office to strengthen oversight and promote transparency in governance.

Outlining the key components of the digitization initiative, he said the department has launched a comprehensive Livestock Census and Geo-Tagged Registry. The system includes species- and breed-wise data, along with sex and age distribution of animals.

It is supported by a geo-tagged Farmer and Livestock Registry, mapped from village and union council levels up to the district level to enable improved analysis and targeted planning.

He added that under the service delivery management module, the entire lifecycle of livestock services will be digitized. This includes vaccination, clinical treatment, artificial insemination, slaughterhouse services, milk inspection, and extension and advisory visits. The system will ensure that all services are properly recorded, trackable, and measurable.

He further said that the disease surveillance and laboratory information management system will allow real-time disease reporting, strengthening animal health monitoring and response.
