President Asif Ali Zardari has withdrawn the major penalty of recovery of embezzled money imposed on Muhammad Azhar Ansari (Ex-IRS/BS-20), while maintaining the penalty of dismissal from service.
According to a notification issued by the Federal Board of Revenue (FBR) on Monday, disciplinary proceedings were completed against the guilty individual under the Civil Servants (Efficiency & Discipline) Rules, 2020, on charges of misconduct. Following the inquiry, the competent authority — the Prime Minister — had imposed two major penalties: recovery of embezzled funds in accordance with applicable financial rules and dismissal from service with effect from May 24, 2020.
The recovery order required that the amount be deducted from pay or any other payable dues. In case the amount could not be fully recovered from these sources, it was to be recovered under the relevant laws in force.
Aggrieved by the decision, the individual filed an appeal before the President, who serves as the appellate authority under the Civil Servants (Appeals) Rules, 1977.
After reviewing the case record and considering the recommendations of the Chairman FBR and the Prime Minister’s Office, the President partially accepted the appeal. The penalty of recovery of embezzled money, imposed through Board Notification No. 0754-IR-I/2025 dated April 10, 2025, has been withdrawn.
However, the penalty of dismissal from service with effect from May 24, 2020, remains intact, the FBR notification stated.
