Punjab Ends Housing Society File Ownership System

The Punjab government has moved to abolish the property file system in Lahore as part of a wider effort to make land buying more transparent and stop fraud in the real estate sector.

A meeting was held at the Board of Revenue under the chairmanship of Housing Minister Bilal Yasin to formulate laws aimed at improving transparency in the land purchase process.

During the meeting, officials gave a briefing on proposed legislation designed to prevent fraud in the real estate sector and provide relief to the public. The committee was also briefed on proposed amendments to the Lahore Development Authority (LDA) laws.

Bilal Yasin said that in the first phase, the housing society file system will be abolished in the provincial capital. He said all buying and selling of plots will be linked to the Housing Schemes Management System (HSMS).

He added that the Local Government Department, RUDA, and other departments have also been directed to implement legal amendments. The reform process will be expanded to other districts in the next phase.

The Senior Member Board of Revenue said that no-objection certificates (NOCs) for housing societies will be issued within 90 days and that the reform process will be implemented.

The minister directed officials to finalize the institutional framework within seven days and submit it along with final recommendations.

He said plots will now only be purchased on the basis of verified location identification and an official letter issued by the Punjab Land Records Authority (PLRA), instead of paper-based files.

With the implementation of HSMS, the buying and selling of illegal plots and benami, or unregistered, files will no longer be possible.
