The Capital Development Authority has uncovered a fake letter falsely claiming approval of a housing project named “White City” in Mouza Chirah and Mouza Kalyan located in Zone V of Islamabad.
According to the CDA, the fraudulent document was circulated through WhatsApp and misleadingly presented the housing scheme as approved by the authority. Officials clarified that no application for the project has been submitted to the CDA and no layout plan approval has been granted.
The authority described the document as an attempt to deceive the public and potentially defraud citizens through unauthorized real estate marketing.
The CDA warned that such fake approvals could expose buyers and investors to major financial losses, especially as illegal and unapproved housing schemes continue to emerge around Islamabad’s suburban zones.
In response, the CDA directed its Enforcement and Building Control Department to demolish any illegal structures constructed in violation of approved regulations.
The ICT Administration and police authorities have also been asked to ensure enforcement of CDA bylaws and court orders to prevent unauthorized development activities linked to the scheme.
The authority further instructed the Registrar Cooperative Societies to take action against the sponsors and promoters behind the alleged fraudulent project.
Utility providers including IESCO and SNGPL have been directed not to provide electricity or gas connections to projects lacking valid CDA approvals. The CDA also requested media regulators and the Press Information Department to block advertisements and websites promoting unapproved housing schemes that may mislead the public.

Why only White City? There are hundreds of other illegal housing schemes in operation on various illegal and fraudulent means and devices, since ages and most probably, in connivance with some CDA black sheep. Why not advertise a list of all such fraudulent schemes for the guidance of prospecting people?
As of now CDA is working as biggest land mafia grabber, working for and on behalf of few powerful people in Pindi and very few in Islamabad...
getting them developed areas under garb of illegal societies whereas same societies were approved earlier and now those docs have disappeared from official records.
