Pakistan is planning to establish strategic oil reserves at the proposed Energy City in Gwadar and has invited oil producing countries to invest in storage facilities that could strengthen the country’s energy security in case of war or similar emergencies.
Under the proposal, oil-exporting nations (Gulf, EU, etc) would be allowed to maintain strategic petroleum reserves at Gwadar Port, while Pakistan would retain the first right to access these stocks in the event of war, supply disruptions or other extraordinary circumstances.
Government officials said Kuwait has expressed particular interest in developing strategic oil storage facilities in Gwadar.
The initiative is part of a plan to develop an integrated Energy City that will also include LNG and LPG terminals, fuel storage infrastructure and energy logistics facilities.
The project marks the revival of an idea that has been discussed for years. Previous plans to establish an Oil City at Gwadar failed to materialize due to geopolitical and commercial challenges.
The government is now pursuing a broader Energy City model that combines strategic petroleum reserves with wider energy infrastructure and maritime investments.
Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry recently discussed the proposal with Kuwaiti Ambassador Nasser Abdulrahman Jasser Al Mutairi, inviting Kuwait to invest in fuel storage facilities, bonded terminals, jetty construction, port infrastructure and the proposed Energy City.
The project could transform Gwadar into a regional energy and logistics hub by leveraging its strategic location near key global shipping routes.
Strategic reserves would also provide Pakistan with an additional buffer against oil supply disruptions and volatility in international energy markets.
The initiative forms part of Pakistan Maritime Energy City (PMEC), announced earlier this year as a long term plan to develop energy, logistics and industrial infrastructure along Pakistan’s coastline.
A high-level committee is currently identifying suitable locations for new deep sea ports, energy facilities and related infrastructure projects in Balochistan.
