Solar Power Project in KP Remains Incomplete Despite 2019 Launch

A solar power project launched in 2019 to provide affordable and uninterrupted electricity to Khar Bazaar in Bajaur remains incomplete and non-operational despite passing its original 2024 deadline, officials and local traders said.

The Pakhtunkhwa Energy Development Organisation (PEDO) initiated the mini solar grid station as part of a broader plan to establish nine similar projects in the merged districts to address persistent power shortages.

The initiative, financed through the Khyber Pakhtunkhwa Annual Development Programme, carries an estimated cost of Rs575 million across multiple schemes, while the Khar Bazaar project alone is valued at around Rs40 million.

Sources said the 175kV solar grid station includes 324 solar panels, a boundary wall, and a control room. Despite the near-completion of civil and technical work, the project remains non-operational nearly two years after its expected completion date.

A PEDO official confirmed that the project remains inactive due to a shortage of funds required for laying a one-kilometre transmission line and local resistance over its proposed route.

The official also cited drainage issues caused by nearby road construction, which lowered the site level and led to water accumulation that threatens the solar infrastructure.

The official added that additional funding and approval are required to relocate or adjust the installation to resolve flooding risks before the project can be activated.

Once operational, PEDO will run the project for two years before transferring it to a local management committee comprising district administration and Khar Bazaar traders.

Traders have expressed frustration over repeated delays, saying they have raised concerns multiple times with authorities without progress.

They argue that the lack of electricity continues to affect commercial activity in the bazaar.

District officials said a recent meeting held in February 2026 resulted in an agreement to begin leveling the site and resolving drainage issues, while also advancing work on an alternative transmission line route.

However, they acknowledged that minor technical and administrative hurdles continue to delay full operation of the project.

The prolonged delay has raised concerns among residents and traders, who are urging authorities to expedite work and make the long-awaited solar grid station functional without further setbacks.
