The Capital Development Authority (CDA) Board has, in principle, approved the creation of three new agencies aimed at improving service delivery in Islamabad.
The decision was taken during a board meeting chaired by CDA Chairman retired Lt. Gen. Sohail Ashraf. Under the proposal, the CDA will establish the Solid Waste Management Agency, the Parks and Horticulture Agency Islamabad (PHAI), and the Islamabad Water Agency.
According to sources, the three agencies will remain under the CDA but will operate with greater autonomy to enhance efficiency and performance.
The board also approved the establishment of a Project Management Unit (PMU) for the Environment Wing. The PMU will be responsible for executing development projects independently, without the involvement of the CDA’s Engineering Wing.
The proposal for the PMU was presented by CDA Member Environment Abdullah Khurram Niazi and received board approval.
Sources said concerns have been raised regarding the appointment of engineers to the new PMU. Officials stressed the need to post engineers with strong professional reputations, alleging that some officials with controversial records are seeking key positions within the unit to oversee development projects.
