Civil Servants Have 90 Days to Reveal Dual Nationality or Face Action

The Establishment Division has directed all civil servants to disclose their dual nationality status under the newly notified Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, requiring officers across government departments to submit declarations within 90 days.

The directive was issued through an office memorandum circulated to all ministries and divisions. The memorandum, signed by Section Officer (Discipline) Salma Aziz, sets out the compliance procedure and introduces a standardized declaration form developed by the Establishment Division for the disclosure process.

Under the new requirements, civil servants must provide personal and service related information, including details of their current posting and employment status. Officers are required to declare whether they hold any foreign nationality or have any pending application or process related to foreign citizenship.

The declaration also requires disclosure of foreign passports, permanent residency status, immigration programs, travel documents, or any other foreign affiliation. Similar information must be provided for spouses and dependent children.

The Establishment Division formally notified the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, on June 1. The rules make it mandatory for both existing civil servants and candidates seeking government employment to disclose any foreign citizenship-related status or affiliation.

Under the framework, any civil servant who acquires a foreign nationality, joins an immigration program, obtains a foreign passport or travel document, or otherwise falls within the scope of the rules must report the information. Failure to make the required disclosure may result in departmental proceedings and disciplinary action.

In a separate communication, the Establishment Division directed officers of the Customs Service, Inland Revenue Service, and ex cadre positions within the Federal Board of Revenue to submit their declarations by July 8, along with all information required under the new regulations.
