A recent analytical report published by The Durand Dispatch – Strategic Messaging has examined the role of Al-Mirsad, describing it as part of a strategic communication apparatus linked to the Taliban authorities in Afghanistan.
The 17-page study, authored by Joey Moran, analyzed 137 English-language articles published between January 2025 and March 2026. It argues that Al-Mirsad operates not as an independent media outlet but as a coordinated platform designed to influence international perceptions and advance political legitimacy.
According to the report, the platform focuses on three main objectives: delegitimizing the Islamic State Khorasan Province (ISKP), repositioning Pakistan as a primary regional adversary, and promoting the legitimacy of the Islamic Emirate of Afghanistan as a sovereign political entity.
The study states that Al-Mirsad consistently portrays ISKP as an externally influenced militant group and frequently uses ideological labels to undermine its legitimacy. It also claims the outlet frames Pakistan as a sponsor of regional instability while presenting Afghanistan’s authorities as acting in self-defense against cross-border threats.
Researchers further note that the platform highlights selective instances of international engagement and recognition to strengthen the image of the Afghan administration, while minimizing or omitting issues that may undermine its legitimacy narrative.
The report also argues that Al-Mirsad blends ideological messaging with modern English-language communication strategies aimed at international audiences, including policymakers and analysts.
It concludes that future regional information conflicts will increasingly depend on narrative control over legitimacy and sovereignty, and recommends stronger coordinated strategic communication and counter-disinformation efforts by affected states.
