Fact Check: Has Govt Launched Monthly Installments for PTA Phone Tax?

A widely circulated social media post claims that the new Finance Bill allows PTA (Pakistan Telecommunication Authority) device registration tax on mobile phones to be paid in monthly installments instead of a lump-sum payment.

While there has been discussion around introducing a facility to pay PTA-related taxes in installments, no such system has been implemented yet, and PTA has not announced any operational mechanism or methodology for how an installment plan would work.

The claim circulating online that the Finance Bill has already introduced an installment option for mobile device registration is incorrect. No official notification from the Federal Board of Revenue (FBR), Ministry of Finance, or PTA confirms any such change.

Under the existing PTA DIRBS framework, all applicable duties and taxes must be paid in full upfront before a device is approved for use on local mobile networks, and clearance is granted only after full payment is completed.

Any shift toward an installment-based system would require formal amendments to PTA/DIRBS rules, an official notification from the relevant authorities, and corresponding technical updates to the DIRBS system. None of these steps have been formally announced or implemented.

Until such official measures are issued, the existing lump-sum payment structure for PTA mobile registration taxes remains fully in place.
