IHC Upholds Dismissal of Grade 19 Officer Over Fake Degree Case

The Islamabad High Court’s division bench has dismissed the intra-court appeal of Grade 19 officer Waseem Afzal Waraich, who had been serving in government service based on fake degrees.

According to the July 1, 2026 ruling, the court declared Waraich guilty of fraud and forgery. The judgment said his BA and MBA degrees were obtained through deception and fake documentation.

The court ordered him to return all benefits received during his service and directed the FIA to take legal action against him.

Waraich reportedly secured a job at SME Bank in 1993 based on a fake degree and later left the post in 2009 under a golden handshake scheme. He then joined the Ministry of Labour and Manpower in 2011 in Grade 19 using the same dubious credentials.

The Islamabad High Court had already declared his degrees fake in 2017 and ordered his dismissal. Following the court’s decision, the Ministry of Overseas Pakistanis issued a notification removing him from service and ordering the recovery of benefits.

The ministry has also directed the FIA to launch criminal proceedings against Waraich.
