JazzCash Enables Digital Disbursement of Zakat Assistance to Widows and Orphans Under CM Punjab Rahmat Card Initiative

JazzCash is supporting the Punjab Zakat & Ushr Department in digitising welfare disbursements under the Rahmat Card initiative, enabling eligible beneficiaries across Punjab to receive financial assistance directly into their JazzCash mobile wallets.

CM Punjab Rahmat Card initiative is aimed at providing financial assistance to Zakat-deserving widows and orphans, while promoting economic empowerment, self-reliance and social dignity among vulnerable women. The programme is applicable across the province of Punjab, with approved beneficiaries eligible to receive upto PKR 100,000 each under the scheme.

Speaking at the ceremony, Rashid Nasurullah, Special Assistant to the Chief Minister, said, “The Rahmat Card initiative reflects the Government of Punjab’s commitment to supporting deserving women through a more transparent and accessible welfare delivery model. By using digital channels, we are working to ensure that assistance reaches beneficiaries directly, and more importantly, with dignity.”

The virtual balloting ceremony was held at the Secretary Zakat & Ushr Office, Lahore. The event was attended by Rashid Nasurullah, Special Assistant to the Chief Minister; Irfan Ahmed Sandoo, Secretary Zakat & Ushr Punjab; M. Aslam Ramay, Administrator Zakat Punjab; and other officials of the department. Representing JazzCash were Arif Mahmood Chaudhary, Head of Public Sector Partnerships joined by senior leadership from JazzCash.

Under the current phase, 50,000 approved women beneficiaries will receive financial assistance of PKR 100,000 through JazzCash wallets. Beneficiary eligibility, verification and approval of the disbursement list are overseen by the Punjab Zakat & Ushr Department, while JazzCash is enabling the digital payment infrastructure, including wallet onboarding where required, payment processing and debit card issuance to beneficiaries.

Irfan Ahmed Sandoo, Secretary Zakat & Ushr Punjab, said, “The Punjab Zakat & Ushr Department is focused on ensuring transparent, fair and merit-based utilisation of Zakat funds. The use of digital wallets under the Rahmat Card initiative will help strengthen efficiency, reduce procedural barriers and improve visibility across the disbursement process, making it easier for eligible women to receive and access financial assistance.”

Eligible women can apply through the dedicated mobile app and web portal of the Zakat & Ushr Department or through helpline 1077. As part of the application process, widows are required to provide an updated and valid CNIC reflecting their status, in line with the eligibility criteria defined by the department.

The wallet-based disbursement model is designed to reduce dependency on manual and cash-based processes, while giving beneficiaries more convenient access to funds through approved JazzCash channels.

Arif Mahmood Chaudhary, Head of Public Sector Partnerships at JazzCash, said, “JazzCash is proud to support the Punjab Zakat & Ushr Department in enabling a more transparent, accessible and citizen-focused model for welfare disbursements. Partnerships with government entities are critical to expanding financial inclusion at scale, as they allow us to leverage digital infrastructure to reach underserved communities efficiently.”

The collaboration reinforces JazzCash’s role at the forefront of public sector digitisation and women’s financial inclusion in Pakistan, as it continues to support government partners in delivering impactful, transparent and citizen-centric welfare programmes. Future disbursement phases will be carried out in coordination with the Punjab Zakat & Ushr Department, based on approved beneficiary lists and programme requirements.
