Jazz emerged as Pakistan’s best-performing mobile network in the Pakistan Telecommunication Authority’s (PTA) Independent Quality of Service (QoS) Survey for the first quarter of 2026, securing the highest overall ranking in 14 of the 18 surveyed cities.
Zong, meanwhile, led the country in voice service quality and shared the top position in 4G network coverage performance.
The survey evaluated the country’s four cellular mobile operators, Jazz, Zong, Ufone, and Telenor, across 18 cities between January and March 2026 in accordance with the Cellular Mobile Network Quality of Service Regulations, 2021.
Over a 75-day period, PTA covered approximately 2,705 kilometers, conducted more than 43,200 voice call and SMS tests, and collected hundreds of thousands of broadband samples to assess network coverage, voice quality, SMS reliability, download and upload speeds, latency, and webpage loading performance.
Jazz Leads Overall Performance
According to the report, Jazz ranked first overall in Islamabad, Karachi West, Ghazi, Haripur, Mailsi, Sujawal, Taunsa, Pabbi Town, Moro, Swabi, Rawalpindi, Hub, Hyderabad, and Pir Mahal.
Zong secured the highest overall ranking in Loralai, Malakwal, Sialkot, and Zhob, while Ufone topped only Islamabad. Telenor did not secure the overall first position in any of the surveyed cities.
Measured against 216 key performance indicator (KPI) compliance checks across all surveyed locations, Jazz achieved an overall compliance rate of 95 percent, followed by Zong at 93 percent, Ufone at 89 percent, and Telenor at 78 percent, giving Jazz the strongest overall regulatory compliance among Pakistan’s mobile operators.
Broadband Performance
Jazz dominated mobile internet download performance, recording the fastest download speeds in 13 of the 18 surveyed cities during PTA’s auto-mode testing.
The operator also recorded the highest average download throughput nationally at 33.96 Mbps, substantially ahead of Zong at 23.54 Mbps, Ufone at 13.72 Mbps, and Telenor at 4.83 Mbps.
Zong, however, outperformed competitors in upload speeds, leading 12 cities and posting the highest average upload throughput of 22.55 Mbps, followed by Jazz at 20.47 Mbps, Ufone at 12.85 Mbps, and Telenor at 3.33 Mbps.
Jazz, Ufone, and Zong also achieved full compliance for webpage loading time benchmarks, while Telenor failed to meet the required standards in nine surveyed cities.
Zong Excels in Voice Services
While Jazz led the overall rankings, Zong delivered the strongest voice service performance. The operator ranked first across key voice quality indicators, including network accessibility, call setup success rate, call completion ratio, and Mean Opinion Score (MOS), which measures perceived voice quality.
Overall averages showed Zong recording the highest Mean Opinion Score of 3.9, alongside a 99.3 percent call completion ratio and 99.2 percent call setup success rate. Jazz ranked second in voice services, followed by Telenor and Ufone.
In SMS services, however, Jazz secured the highest overall ranking, followed by Zong, Ufone, and Telenor.
Network Coverage Results
PTA’s survey found strong 4G coverage across all operators, with Jazz, Zong, and Ufone jointly achieving the highest compliance rankings.
For legacy 3G services, Zong remained the strongest performer wherever networks fell back from 4G, reflecting its continued strength in nationwide voice and coverage performance.
Telenor Trails Competitors
The report highlighted that Telenor consistently ranked behind its competitors across most performance indicators.
Its mobile broadband testing results from Swabi, Rawalpindi, Hub, Hyderabad, and Pir Mahal were excluded after PTA found that the testing methodology could not be aligned with regulatory requirements because the operator’s equipment lacked fixed-size measurement capability and third-party testing features required for standardized assessments
