Pakistan Exported $30 Billion But Borrowed $27.2 Billion in FY26

Pakistan secured $27.2 billion in external financing during FY2025-26, almost the same as $30 billion it earned from exports.

Official data released by the Ministry of Economic Affairs reveals that Pakistan received $16 billion in fresh external inflows in FY26. The total rises to $27.2 billion after including $2.2 billion from the IMF, $5 billion in Saudi rollovers and $4 billion in Chinese rollovers.

The data shows that nearly $24 billion, or around 88 percent, of total external financing was used for budgetary support, debt repayments and strengthening foreign exchange reserves. Only $3.4 billion was allocated to development projects.

Merchandise exports declined 6 percent during FY26 to $30 billion, while imports exceeded $69 billion, leaving a trade gap of nearly $40 billion.

Foreign direct investment also remained below $2 billion.

Central bank forex reserves stood at $18.5 billion at the end of June, supported largely by loan rollovers, refinancing and dollar purchases.

Saudi Arabia rolled over $5 billion in deposits during the fiscal year.

China maintained $4 billion in deposits with Pakistan and disbursed another $393 million in guaranteed loans during FY26.

The government also raised about $1 billion through Panda Bonds and private placements, $1.9 billion in commercial loans, including $1.7 billion from China Development Bank.

The Asian Development Bank disbursed $1.8 billion, the World Bank released nearly $2 billion, and the Islamic Development Bank provided $1 billion.

Saudi Arabia also extended $1 billion under its oil financing facility before the arrangement expired in April.

The government also mobilized more than $3 billion through Naya Pakistan Certificates.
