Teaching a pet, particularly a dog to respond to commands is the owner’s responsibility. Dogs don’t just bite out of the blue. That behavior is their response to fear, pain, provocation, teasing, tormenting, beating, or threats to their owner or territory.
It’s the owner’s responsibility to set boundaries for the dog and addressing the dog’s emotions. That is why from a legal standpoint, owners are held responsible for a dog bite.
