ISLAMABAD: The National Logistics Cell (NLC), responsible for constructing 10th Avenue, has issued a warning to the Capital Development Authority (CDA) that it will disconnect itself from the project if the CDA fails to provide the necessary funds.
The sources stated that the federal government is funding the development of 10th Avenue, while the CDA is in charge of managing the megaproject’s implementation.
According to the details, the civic body initially paid the NLC Rs. 1.1 billion as a mobilization advance, however, the slow release of funds from the federal government has caused displeasure to NLC.
According to sources, the state-owned company had brought the issue of finances to CDA’s attention, but lately, it sent the civic organization a notice that it would halt work on the project if funds were not granted.
The sources confirmed the matter and stated that CDA is in contact with the federal government to address this issue and funding will be provided soon, adding that the NLC can halt the project under the agreement made last year.
Furthermore, a CDA official said that the project might be suspended by either the employer or the contractor if the agreement was not followed.
According to him, CDA intends to give money to NLC so that the work would go at a steady rate, but it was unable to do so due to the federal government’s slow delivery of cash.
The official clarified that the initiative was not sponsored by CDA but rather by the federal government’s Public Sector Development Program (PSDP) and that CDA was fully reliant on the government for funding.
The 10th Avenue project, according to CDA authorities, is divided into two stages. In the first phase, which is now under construction, a 5-kilometer road is being built from Katarian Bridge on IJP Road to Srinagar Highway close to the intersection of G-9 and G-10.
The second phase would eventually be built from Margalla Road (Khayaban-e-Iqbal) to the Srinagar Highway.
In addition to a lack of finance, Rimsha Colony, a slum next to H-9, is another factor that can cause project delay as it is in the project’s right of way, and has not been moved to another location by the CDA.
According to reports, the project might destroy 1,000 mature trees and around 1,400 slums.

NLC is run by uniformed officials. I am surprised why contract was not awarded to a private party. Is it necessary for the military to involve itself in civilian commercial matter?
NLC timely delivers top quality projects, saving money as compared to civilian firms
NLC and FWO have a cost advantage of 30-35% of cost of project due to government duty/tax exemptions granted to them according to CCP, which these organizations claim citing them being defence organizations.
They do not save money. They don’t pay it to government like private contractors do in the form of machinery import duties, bank guarantee charges, taxation of numerous kinds, etc.
Habib Construction company is the best company seen in the construction of roads.
No need to pay Tax . The “profit” is simply used by the Army for its Running Expenses . So the Army asks for less money from the Federal Government . It’s that simple

Check the quality of work done in M2 motorway. Pot holes in fast lanes. Bumpy tracks. No safety on road while work in progress. No body can question them.
Engr sab fwo and nlc. These are east india companies for pakistan corrupt more than nawaz zardari imran bajwa etc. Both earn a lot not paying tax a single penny in govt account. They deduct tax from sub contractors they dont deposit in govt account that money goes to generals col and brigs of army. Sorry 4 toti poti english and hope u understand what i want to say

In PTI”s govt it was decided through the cabinet that only state owned companies will qualify for the development works in Islamabad so FWO,NLC,Railcop and NC are state-owned groups, Whereas the last two of the mentioned even don’t ve funds for the Call Deposit so it’s all managed by the two wolves
It should not have been done but MIL-Business is too powerful.
MIL-Bus (Military business) has made it mandatory that all projects in Islamabad/Rawalpindi be given only to FWO/NLC to destroy private business’s capacity of doing any such projects.
I think this highway will be a major road to DCI etc so involvement of military run NLC is quite understandable.
Wrong planning of cda has destroyed e11 f11 d12 sectors 10 avenue is a disaster for whole of islamabad . If margalla road was not to be connected to murree road behind d11 e10 e9 e8 e7 then the road should have been constructed between d12 d13 e11 e12 f11 f12 to srinagar highway with interchanges on margalla and ibn e Sina roads rather than moving all traffic from the residential sectors
I think that CDA should release the next payment to NLC according to the agreement so that the work should not be effected. NLC is also doing the development work on other sites so the work on other areas will also be effected and this will delay the work which is already going with slow pace.
Alternate location for Slums provided and plantation of trees should start in parall..so by the time the project completes certain amount of greenery and tree have been developed. Further there are children parks and grounds, and tube well and filtration plants which will effected and need to alyernately developed. One Masijid having a great number of attendees would also be disturbed.. need contegency planning for it too
Why so many roads were digged whereas everyone knows that country doesn’t have funds to do so. Recently started overhead bridge on Margalla Road , E11 Sector is highly uncalled for. All it needed was a 24/7 working traffic signal

NLC does pay any bribes to the CDA officials thus keeping the proj5cost at low level.
They pay and take bribes just like others. Military being corruption-free is an oft-touted myth.
“Uniformed” will ever me thirty for more no matter how much funds are given to them. One should see the environmental destruction NLC has done in E-11 as part of this project. Trees after trees have been chopped down. Some have barks so heavy and large, they had to lifted by heavy cranes. It really tears to see how the last remaining “green” sector of Islamabad is being decimated by NLC.
With construction of Khayaban e Margala aka Sangjani Avenue the infrastructure facilities specially the roads to D12, E11 have systematically been destroyed by FWOs heavy machinery and the quality of work on the Avenue is absolutely poor, no compaction the entire road is bumpy curves near the underpass is are quite narrow and the already weak infrastructure of Shah Allah Ditta has been wrecked by FWOs dumpers specially on the main link graveyard Road…CDA has been made a laughing stock by their contractors FWO and soon would hear of anti-corruption deptt and NAB registering cases Against both the authorities. Come and see it your self.
Public audits should be done about cda earnings as well.
I think this road was approved under duress during IK tenure which is being implemented now. However, CDA should have built E 11 service road West and E11 & E 12 intra-sector dual road before undertaking this project. Isn’t it pathetic planning by CDA that they have opened up D 12 without connecting it directly with Margalla Road, instead D 12 residents use E11 dual road putting extra strain nit only on the road but also the environment. Then there are these Markees which have grabbed public areas of road, raised steel grills around them and make traffic flow extremely chaotic over the weekends
Just look what Failure Worthless Organization has done to Islamabad Highway from gulberg to T chowk.
No traffic diversion done. No lane complete. It is just like the song دشمن کے بچوں کو پڑھانا ہے type of attitude shown by toward common public
