RAWALPINDI: In response to “security concerns,” the Rawalpindi administration has made the decision to modify the Kutchery Chowk project, originally designed to alleviate traffic congestion at the busy intersection.
The project, initially estimated at Rs. 6.4 billion, including the construction of an overhead bridge and an underpass.
However, these structures have been removed from the plan due to the expressed security concerns from the garrison authorities.
Rawalpindi Commissioner, Liaquat Ali Chattha, visited the project site on Monday and confirmed that the project would proceed with changes.
He stated that the construction of the flyover and underpass would be dropped due to security concerns, and instead, the focus would be on widening the roads to improve traffic flow.
The proposed signal-free corridor will stretch from Ammar Chowk to the Motorway Chowk, with the expansion of Kutchery Chowk aiming to ease traffic congestion at the main square.
Commissioner Chattha mentioned that the revised plan would reduce the project’s cost, and the Rawalpindi Development Authority (RDA) has been tasked with developing a new plan in the coming days.
Under the new plan, an additional 170 marla of land will be required compared to the initial estimate of 80 marla.
Various departments, including Fatima Jinnah Women’s University, the commissioner’s office, and income tax offices, were initially expected to surrender their land for the project.
The revised plan also focuses on adding extra lanes to the existing track and constructing service roads, and footpaths.
Besides, the traffic police have been instructed to devise a plan to ensure smooth traffic flow during the expansion of the main square.
Earlier, the provincial government allocated Rs. 1 billion for the project, but the RDA returned the funds in June.
The RDA had awarded the remodeling contract to the Frontier Works Organization (FWO), which had submitted a traffic plan to ensure minimal disruption.
However, the project faced delays due to the apprehensions expressed by the garrison authorities.
The original project design included the construction of a two-lane flyover for Rawat to Saddar-bound traffic, another two-lane flyover for Marrir to Rawat-bound traffic, and a two-lane exit ramp for Rawat to Airport-bound traffic.
Additionally, a 2+2 lane underpass for Airport to Saddar-bound traffic and an underpass for Iftikhar Janjua Road to Airport-bound traffic was planned.
However, these features have been removed, and the focus is now on adding extra lanes to the existing tracks.

The whole congestion issue can be made easier by just removing lawyer parking on main road, but no one will consider that …

Prolonging suffering of masses….. For the security of the department responsible for nation’s security….. Pathetic… I don’t think the project will help control traffic flow across kachehry Chowk without proper underpass or flyovers….. More time will be lost while acquiring land for the new design.

Traffic flow can eased if parking by lawyers and police vehicles are rationalized
Security is the security concern for themselves only rest general public has no any security concern. in my opinion some people are afraid of their inner self and I can bet that everyone love and respect them it is they themselves that they are afraid and frightened. They must must revisit their own SOPs and be positive with open mind and far sightedness
It is tax payers money they play with, don’t those folks have this in mind, why those damn security concerns be removed to much safer place out of city limit. Do we really afford to do one thing in two expensive times.
Under ground tunnels system is most popular in advance countries. And is worth adoption of the same.
Such a pathetic change in plan. Widening in a congested city like rawalpindi is almost impossible. There is almost no space left at both sides. Gen Musharaf already did a lot of widening to the max. Atleast an under pass can be constructed like ammar chowk. Things will improve a lot. Some civil engineer consultant may be hired from abroad bcs it is 50 to 100 years plan

How come an underpass can be a security concern? Strange logic. They can’t get it vacated half of the present road ( south bound) from illegal parking right in the centre of the road. Pity on us
It must be under pass on ketchary Chowk , 2 way under passfrom saddar to ayub park and Jinnah park way, second underpass from ketchary to marrir

On a very respectable note I have failed to understand that why at the end of every important project in Pakistan there is a failure in terms of design and quality…Ammar chok is a design failure, besides security concerns which could have been addressed at design phase an amount of 700M was spent and still the traffic is block in rush hours because of signal in the main traffic flow direction I.e. from old airport towards kachehri chok…and now get ready for another non sense design….please add and note newly constructed Margallah road quality concern also where the earth compaction hasn’t been done thus settlement issues are raising…same happened once the new Islamabad Airport runways were built where huge amount of earth dumping was done which isn’t an engineering practice followed by wrong calculations of interdistance between two runways as aren’t enough to operate both at one time…what an amazing country we all live in where moastly unprofessionals are running thr shows..
There is only one way ie to make under or over passes.. widening of roads would not help….

A poor planning of RDA. Millions would have been paid to the consultants for project planned and design. It was obvious that garission would have thier concerns on security issues, RDA must have consulted garrison authors prior to taking the project. This would further delay the project and would also not serve the purpose of smooth flow of traffic.
Yet another example of poor planning of Rawalpindi admin auths.
Shows poor project planning and coordination, especially the planners and traffic engineers, who did not keep the ground realities in mind, if a foreign consultant wasn’t imposed.
Unfortunate.
You can’t expect bravery from clowns who move under protection in their own country even when there is no war. Expect them to hide, when, and if , a real war breaks out, then legs will tremble
