DTH Services Are Finally Close, Licences Expected To Be Auctioned In December

We have been hearing about Direct-to-home (DTH) services launching in Pakistan for more than a decade now. You might have seen ProPakistani cover that DTH auction is close or Pakistan will soon get DTH services many times during the past decade.

Every time the auctions came close, PEMRA deemed the service uncompetitive due to the lack of applicants or possibly very few expectations of DTH ever coming close to cable operators. Making ample funds from DTH license auction is obviously the major factor behind this and without a competitive market it might not have been possible. Not that there were enough efforts made by PEMRA anyway to realize the DTH auctions.

Current Situation

Finally, it seems, DTH licenses will be auctioned this December. The market has become more competitive now and there are more companies looking to enter the market with DTH services. Digital cable has increased over the past few years. Nayatel, PTCL and OSN have been at the forefront in providing high quality television services in most cities across the country.

Despite there being a presence of digital transmission services, HD transmissions have been rather distant with only a handful of channels providing HD service. Perhaps the release of DTH will help in that aspect as well.

The delay in services has also promoted the illegal distribution of Indian DTH services in Pakistan. Satellite equipment and subscriptions are sold right under the nose of federal agencies and all of the retails go untaxed without government authorization. The illegal distribution has become more mainstream in recent years, as retailers display ads on television and newspapers. PEMRA claims that new license auctions will curb illegal sales and that FIA has been working on stopping the international DTH services.

Licensing Status

While previously all efforts for DTH license auctions were being made internally, PEMRA and the Digital Strategy Consulting Services Switzerland inked a contract back in March 2015 to launch DTH services this time around. The Swiss firm assisted PEMRA in preparing eligibility criteria, license templates, bidding methodology, determination of base price, recommendation on number of licenses to be auctioned and the duration of licenses.

Licensing Regime for the award of DTH licenses including Eligibility Criteria, SOQs, Terms and Conditions, Bidding Procedures etc. is now under process and tentative deadlines have been released. The timeline for the whole process is listed below.

Auction Terms

Applicant companies will pay PEMRA an amount of Rs 500,000 for consideration of being shortlisted for the auction. Shortlisting of applicants will be based on the eligibility criteria. Only companies with a majority share by a Pakistani will be able to apply under the condition that the owner is not funded by any foreign government or organization. Applicants are also under condition, that they must not already be a Licensee who owns, controls or operates directly or indirectly any broadcast media license or landing rights permission

The Base price for each license has been set at Rs 200 million whereas all licensees will have to pay a variable license fee of 2% of the gross revenue generated (excluding the first three years) plus a fixed fee of Rs 10 million. Bidders would be bound to pay a pre-bid deposit which is 15% of the initial bid and then raised to 15% of the final license fee. All licensees will have a duration of one year to begin their DTH services by using either Pakistani or foreign satellites.

Licensee Rights

After the auction, licensees will be authorized to uplink their services from within Pakistan. Licensees will be under strict order to distribute channels that are authorised for viewership by PEMRA. Initially, DTH services will be limited to 20 in-house thematic channels per license and only one license per organization. License duration has been finalized to be 15 years on a nonexclusive basis as three licenses will be sold this year.

Licensees will be able to broadcast television and radio channels alongside value added services which may include video on demand and many other features. Owner companies will also have the choice of launching internet services which are limited to browsing and streaming under the stated rules.

Conclusion

We have been waiting for DTH for a long time now and possibly this could finally be the last time we are saying that ‘DTH is finally close’. DTH might promote high quality television channels that the public has been longing for such a long time. If HD services with advanced features do go mainstream, it could mean healthy competition that is in favor of the general public meaning cheaper television services available across the country.

  • “20 channels per license” cable tv is for rs 200 a month 95 channels y would i use this service??

  • They must be high. “20 channels per license”, it seems a joke to me. Previously PTA did it with telecos, they auctioned only 10 and 5MHz of narrow-spectrums and now PEMRA is following their foot-steps. We are talking about DTH services and on the other hand they want to stop illegal DTH services from country but don’t they know it won’t be possible until they control their hunger-for-money and offer more easiness to participants. Against Rs. 500,000 and Rs.200 million one will get only 20 channels. I mean seriously?

    Conclusion: It ain’t gonna happen anytime soon!

    • Attached a proof of the 20 channel limit. Pemra might have made some mistake here. 20 is a lot smaller number than what would be useful.

      • 20 Thematic channels are for video recorded channels like for movies, drama and promotion advertisements etc.

        • It’s not stated in the Memorandum document for now. Maybe pemra will clarify the situation after the bidding process.

    • They mention that the limit of 20 might increase of the authority desires. Pemra might even charge the licensees for more than 20 channels.

  • Lol 20 channels per company. Unless they charge me like rs 20 per month, ain’t no way i’m gonna leave the 100 + channels i get on cable tv….

    • Yes, the limit is quite small putting pemra do mention that the amount of channels can be changed later or be offered for a fee

  • There seems some misunderstanding about 20 channels per licence. I have read tender documents and found no such condition.

  • There is nothing 20 Channel theory in whole tender doc.And this is gonna be revolutionary step in one more technology this country soon be seeing.
    When DTH will be here one can get small dish mounted at roof with digital HS pic/sound quality. No more hassles of calling cable wala to come and fix cable quality.
    And as far as people once again crying on prices i wana tell them as u cried over3g.4g and now using it.DTH will also soon become cheaper as soon as competition is started between service providers after service launch.

    • It’s mentioned in the information memorandum several times that there will be a limit of 20 channels per licensee. But the value may change if PEMRA approves it at a later stage.

  • PEMRA says companies were not showing interest. I wonder why companies showed interest now?

  • Regarding “20 channels” restriction, it means 20 in-house channels only and not satellite channels. PEMRA hasn’t defined limit of satellite channels. PEMRA says the following at http://www.pemra.gov.pk/pemra/images/docs/dth/information_memorandum.pdf:

    “The Licensee may relay twenty (20) thematic channels or as many as determined by Authority from time to time.”

    What is a “thematic channel”? It is explained at http://www.pemra.gov.pk/pemra/images/docs/dth/Eligibility_Criteria_for_DTH_Regulations.pdf

    “Thematic channel” means channels carried by the DTH Licensee and transmitted exclusively through its DTH service; the content to be aired over these channels shall be copyrighted pre-recorded local or international content including movies, dramas, educational programmes, entertainment programmes, recorded sports content, weather updates and kids programmes. The content shall be in accordance with the code of conduct given in the Rules. The thematic channels shall not be regular satellite television channels;

    • It’s Arabic yes but it seems to be official. Osn pehla package is currently being promoted in TV ads

      • OSN is not official in any sense. It is neither approved by PEMRA nor it has coverage all over Pakistan. Status of OSN is same as of Dialog TV, Dish TV, Tatasky etc. Which TV ads you are referring to? Maybe any unauthorized dealers of OSN are advertising their services through cable TV ads.

        • Nope. Proper official ads on channels like ptv sports and hum TV.
          The ads seemed pretty official mentions of the official website and what not. Even the name osn pehla looks something for the Pakistani market.
          Besides who asks if the Arab countries start anything unofficial in Pakistan.

  • Even they do allow it I dont want to subscribe for it. The reason is simple most new shows dont get distributed into South Asia region quickly. It takes weeks or months for them to arrive. Better to buy an Android box and watch online …
