CAA to Outsource Operations for Islamabad, Lahore and Karachi Airports

Civil Aviation Authority (CAA) is all set to outsource the operation, management and development of New Islamabad International Airport – Islamabad, Allama Iqbal International Airport – Lahore and Jinnah International Airport – Karachi.

For the purpose, Pakistan Civil Aviation Authority (PCAA) has invited Request for Proposals (RFPs) from international companies for outsourcing the operation, management and development of New Islamabad International Airport – Islamabad, Allama Iqbal International Airport – Lahore and Jinnah International Airport – Karachi.

Interested companies would be responsible to undertake the “Operation, Management, Maintenance and Development” of aeronautical, non-aeronautical assets and land parcels in order to ensure effective management and development of facilities in and around such airports that are vital to safety and efficiency of airport operations and passenger satisfaction.

The scope of work will include:

  • Airport operation and management
  • Passenger facilitation and handling
  • Complete management of land and airside/aerodrome operations
  • Maintenance and management of airport buildings, allied infrastructure including airside, equipment, systems, facilities etc.
  • Ensure provision of adequate international standard ground handling facilities.
  • Develop and exploit commercial concessions, airport retails, etc.
  • Future development and expansion of airports infrastructure including runways, terminal building/satellites, avio-bridge, taxiways, cargo village, car parks, maintenance and repair organization, etc.

Interested companies, having demonstrated experience of professional management of “Airport Operation and Development”, sound capability to develop non-aeronautical resources for sustainable growth in revenue streams and also the expertise to effectively exploit commercial concessions, travel/airport retails, airport real estate developments etc. for provision of modern and efficient services and facilities at par with world class airports are encouraged to apply for any one or all major airports (separately).


  • Common is GCC , European countries. We have a reason to outsource i.e. our own awam is corrupt and considers government ka mall as their own property (not just our rulers & generals) wondering why these countries outsource ?

    • Outsourcing is not bad when you outsource to own/local companies

      In this case we are outsourcing to foreigners

      There is vast difference between outsourcing to local companies and
      inviting foreign companies to take over established departments

      • Thats the whole idea to outsource it to a foreign company which can run. Our people are not professional, it dos’nt sound right but it is the truth.

    • The world has moved on towards specialization. Governments dont have the capacity to run businesses professionally and hence the need to outsource to someone who has the right experience and skill set.
