FIA Identifies Officials Responsible for Delays and Losses at New Islamabad Airport

Federal Investigation Agency (FIA) has completed a probe into the alleged corruption in New Islamabad International Airport which led to increased cost and delay in completion of the project.

The minister of state for interior, in a written reply, to the Senate said that in the case of alleged corruption in New Islamabad International Airport project, an inquiry found the persons responsible for delay and cost overrun of the project.

According to the information provided to the House, the inquiry found alleged culprits in this regard.

Vikram S Sodha, Ex-Director P&D CAA & ex-Project Director NBBIAP, Asif Bashir Ahmad, ex-Director P&D CAA, M Roohullah, ex-Director P&D CAA, Brig lftikhar Ali (retd), ex-Project Director NBBIAP (on contract), Brig Bilal Hameed (retd), ex-Project Director NBBIAP (on contract), M Musharraf Khan, ex-Project Director NBBIAP, Yousaf Kamal, ex-Director Works & Development CAA, senior officials of the Project Management Consultant; LBG USA & ECIL Karachi, Design Consultants of Airside Infrastructure: ADPi France & NESPAK Pakistan, and Design Consultants of PTB, CPG Singapore and ARCOP Karachi were found as the primary accused.

While Lt Gen Tariq Waseem Ghazi (retd), ex-Chairman CAA Board, Kamran Rasool, ex-Chairman CAA Board, Munawar Hameed, ex-Member CAA Board, Maj Gen Mir Haider Ali Khan (retd), ex-Member CAA Board, Mian Muhammad Mansha, ex-Member CAA Board, Qasim Rabbani, ex-Member CAA Board, Gisuddin Ahmed, ex-Member CAA Board, AVM Shahid Latif (retd), ex-Member CAA Board, Tariq Kirmani, ex-Member CAA Board, Alam R Khan, ex-Member CAA Board, Liaqat Ali Ch, ex-Member CAA Board, Air Marshal Rashid Kaleem (retd0, ex-Member CAA Board, Muhammad Azhar-ul-Haq, ex-Member CAA Board, Akram Malik, ex-Member CAA Board, Basit Ahmed Sultan Bukhari, ex-Member CAA Board, Maj Gen Ashraf Ch (retd), ex-Member CAA Board, AVM Ritz-ul-Haq (retd), ex-Deputy DG CAA, AVM Salid Habib (retd), ex-Deputy DG CAA, AVM Junaid Ahmed Siddiqui (retd), ex-Deputy DO CAA, AVM M Safdar Khan (retd), ex-Deputy DO CAA, Air Cdre Junaid Ameen (retd), ex-DG CAA, Nadeem Khan Yousafzai, ex-DG CAA, Farooq Rehmatullah, ex-DG CAA, and AVM Khalid Ch (retd), ex-DG CAA, were found as secondary accused.

The House was also informed about the main causes of delay in completion and cost overrun of the project, such as faulty PC-1, splitting of project into 17 packages, faulty land procurement, low standard services by PMC/ LBG USA & ECIL Karachi, arbitrary increase in capacity of passenger terminal building, conversion of emergency runway into secondary, package-zero of earthwork, wrong selection of M/s CPC Singapore & ARCOP Karachi, inaction against the PMC/ M/s LBG USA and awarding construction of passenger terminal building to World Bank debarred company.

The interior minister also stated that FIA had concluded the inquiry in 2014 and submitted two successive reports to the Ministry of Interior. Afterwards, the Prime Minister Office had constituted a senior three-member committee headed by Shams-ul-Mulk, former Chairman WAPDA, in 2015 to examine the Fact-Finding Enquiry Report by Lt Gen Shahid Niaz (retd) and FIA Enquiry Report by Ghalib Ali Bandesha, the then DG FIA.

The committee upheld the findings of both previous inquiry reports and recommended the CAA to carry out, inter alia, the following actions:

  • Initiate departmental action against concerned project directors for inaction and inefficiency
  • Seek the support of FIA to pursue investigation where deemed mandatory.

It is relevant to note that one of the accused Vikrarn S Sodha, Ex-Project Director CAA, filed a writ petition in the Sindh High Court challenging the jurisdiction of the FIA inquiry proceedings. The petition is still pending before the court, it was informed.
