NADRA Clamped Down on 1 Lakh Fraudulent CNICs During 2015

National Database and Registration Authority (NADRA) blocked 112,261 CNICs during the year 2015, according to documents made available recently.

According to the documents dated 31 December 2015, 39,598 pending cases related to CNICs were resolved. However 72,663 cases were pending as of 1st January 2016.

Details of category-wise blocked cases from 1st Jan 2015 till date is as under:

  • Under Verification category: 5431
  • Confirmed Alien category: 574

According to the documents, it has been observed that various Afghan Nationals (Aliens) under the garb of Salman Khel tribe, Tehsil Toya Khula, South Waziristan Agency tribes tried to obtain CNICs. Doubtful cases of any kind are marked in “suspect” category. After verification through Zonal Verification Boards and the concerned Political Agents/Authorized Verifying Agencies, the cases are settled accordingly as per law. All such applicants are required to fulfill the codal formalities.

NADRA since its inception has issued about 101,665,198 cards out of which 125,674 were blocked, a percentage of 0.12% of the total cards issued. CNICs are not blocked without any reason. However, when a report is received through security agencies that an individual has obtained CNIC fraudulently or on fake documents, their CNIC’s are blocked by NADRA.

Before blocking the card, a Legal Notice is served to the individual under Section 23 of NADRA Ordinance. If the individual fails to appear before Verification Board constituted by NADRA, the CNIC is blocked.

Later on, if the concerned individual approaches NADRA with correct particular and documents, their card is modified and restored after a systematic procedure and board proceedings. For this purpose, verification boards have been constituted in all zones and regions of NADRA. However, cases of “Confirmed Aliens” are not restored till his/her National status is verified by Joint Verification Committees (JVC)/security agencies.

On directives of Ministry of Interior, NADRA has also made concrete efforts for the establishment of Joint Verification Committees (JVC) at grass root level. JVC is composed of representatives from: IB, ISI and Special Branch. JVC are functional at Provincial Headquarter and District level in Punjab, Balochistan and KPK. Blocked cards are restored on basis of reports of JVC. 

According to documents, 5681 persons are working in NADRA on daily wages/contract basis, at present. However no employee of NADRA has been regularized during the last three years. Further 4315 employees have been terminated during the last three years.
