Commerce Ministry Allows Imports of Arms and Ammunition to License Holders

Ministry of Commerce has allowed import of arms and ammunition only to individual license holders or arms dealership license holders to whom licenses have been granted by the concerned authorities including provincial home departments / ministry of interior.

The Ministry of Commerce has amended Import Policy Order 2016 through a SRO.722 (I)/2018.

The import of arms and ammunition would only be allowed to individual licence holders or arms dealership licence holders to whom licence is granted by provincial home department, in case of dealers located in that province; or Ministry of Interior, in case of dealers, located in Islamabad Capital Territory.

A licence holder shall also have certificate from Original Equipment Manufacturer (OEM) in case of imported from an OEM, otherwise a certificate from any of the prescribed PSI companies, specifically mentioning, (a) weapon’s nomenclature; (b) weapon’s caliber or bore or gauge; and (c) weapon’s manufacturer’s logo, weapon’s serial number embossed thereon and other related information.

The weapon shall be importable only through air and sea ports.

The commercial import of prohibited and non-prohibited weapons and ammunition (Regulation) Order, 2014 notified vide SRO No.1112 (1)/20 14 dated the 16th December, 2014 is repealed.

Earlier, the condition for import of arms and ammunition was linked to the procedure laid down by the Federal Government. However, under the amended Import Policy Order 2016 issued by the Commerce Ministry, such imports of arms and ammunition would be allowed only to individual license holders or arms dealership license holders to whom licenses have been issued.

The condition would be applicable on the import of arms and ammunition covering Pakistan Customs Tariff headings of PCT 9302.0091, 9302.0092, 9302.0093, 9302.0099, 9303.1000, 9303.2011, 9303.2012, 9303.2019, 9303.2020, 9303.2090, 9303.3010, 9303.3020, 9303.3090, 9303.9000, 9306.2100, 9306.2900, 9306.3010 and PCT heading 9306.3090 9306.9000.

Following is the text of the Ministry of Commerce notification issued: SRO 772 (1)/2018.-ln exercise of the powers conferred by sub-section (1) of section 3 of the Imports and Exports (Control) Act, 1950 (XXXIX of 1950), the Federal Government is pleased to direct that:

(a) the following further amendment shall be made in the Import Policy Order, 2016, namely:-

in the aforesaid Order, in Appendix-B, in Part I, in the Table, in column (1), against Sr. No. 65, for the entry in column (4), the following shall be substituted, namely:-

“(a) Importable only by individual licence holders or arms dealership licence holders to whom licence is granted by;

(a) Provincial Home Department, in case of dealers located in that Province; or

(b) Ministry of Interior, in case of dealers, located in Islamabad Capital Territory;

(b) a licence holder under condition (a) shall also have certificate from Original Equipment Manufacturer (OEM) in case of imported from an OEM, otherwise a certificate from any of the prescribed PSI companies as listed in Appendix-H of IPO 2016, specifically mentioning,-

(a) weapon’s nomenclature;

(b) weapon’s caliber or bore or gauge; and

(c) weapon’s manufacturer’s logo, weapon’s serial number embossed thereon and other related information; and

(c) the weapon shall be importable only through air and .sea ports.”

(b) the Commercial Import of Prohibited and Non-Prohibited Weapons and Ammunition (Regulation) Order, 2014 notified vide SRO No.1112(1)/20 14 dated the 16th December, 2014 is hereby repealed.
