A subcommittee of the Public Accounts Committee (PAC) has been informed that The Monal Restaurant, Islamabad, had been built on land owned by the Capital Development Authority (CDA) according to recent demarcation.
Chaired by Riaz Fatyana, the subcommittee was apprised that the restaurant had been built by the CDA between 2005 and 2006 with its own resources, and had been leased to a private party for 15 years.

The lease agreement is due to expire this year.
A couple of years ago, the General Headquarters (GHQ) Remount Veterinary and Farms Directorate had claimed that The Monal Restaurant had been built on their land on the basis of the demarcation by the Survey of Pakistan. The directorate had written numerous letters to the CDA and the Directorate of Municipal Administration (DMA) declaring that the CDA has no right to operate on its land.

However, according to the demarcation report, the restaurant and its adjoining areas belong to the CDA.
