PTA Finalizes Mobile Virtual Network Operators Framework

The Pakistan Telecommunication Authority (PTA) has finalized the draft framework for Mobile Virtual Network Operators (MVNOs), paving the way for small companies to enter the market. The authority has completed consultations with stakeholders and will soon send the draft to the federal government for approval.

The MVNO framework proposes 15-year licenses for small companies, allowing them to operate under their brand names and offer customized services. In a significant move, the PTA has reduced the MVNO license fee from $5 million to $140,000, encouraging more investment in the sector.

According to the draft, MVNOs can make commercial agreements with one or multiple Mobile Network Operators (MNOs) and offer services through revenue-sharing agreements. However, they are not allowed to install any radio or core network equipment. Quality of service is a key responsibility for MVNOs, which must ensure high-quality services and uninterrupted connectivity.

The financial arrangements between MVNOs and MNOs have also been outlined in the draft. Parent MNOs will pay all regulatory fees and contributions based on combined revenues, while MVNOs will pay annual numbering charges through their parent MNOs. The initial license term for MVNOs will be 15 years, with the possibility of renewal.

The PTA has prepared the revised draft after gathering feedback from industry stakeholders and has published it on its website. The authority had initially published the draft in June and invited comments from stakeholders before finalizing the framework.
