Punjab Govt Sues School Teacher for Calling it A Tired ‘Khawaja Sira’

The Punjab government has issued a show cause notice to the Headmaster Govt Special Education Center for his sexist remarks regarding incumbent governments.

The letter states Secretary Special Education Department government of Punjab has issued a show cause notice to BS 18 headmaster Abdul Karim govt special education center Chichawatni under section 7b of the PEEDA Act 2006.

“WHEREAS, it has come to the attention of the department through Complaint No. [104-972629), lodged on the CM Portal, that you have allegedly participated in discussions on the WhatsApp group with the name “SEASA PUNJAB using the mobile number +923347901573, and made statements that are potentially embarrassing to the Government. The comments passed by you are in direct contravention of the Punjab Civil Servants (Conduct) Rules, 1966, particularly Rule 22, which prohibits government servants from making any public statements of fact or opinion capable of embarrassing the Government,” the letter stated.

It further added that, “The Establishment Division, Government of Pakistan, and the Services & General Administration Department, Government of Punjab, have reiterated the importance of adherence to these rules, with specific emphasis on government servants refraining from engaging in any media platforms that could offend public order and decency, or morality. Your conduct, as alleged in the complaint, raises serious concerns about your compliance with the rules governing the behavior of civil servants. You were issued an explanation to this effect and the reply submitted by you has been found unsatisfactory,”

The undersigned being Competent Authority, under the Punjab Employees Efficiency, Discipline and Accountability Act, 2006, in due consideration of the facts of the case, is of the view that Abdul Karim, Headmaster (HI Field/BS-18), Govt. Special Education Centre, Chichawatni, District Sahiwal has been found guilty of misconduct on account of the following charge:

“You have participated in a discussion on the WhatsApp group with the name “SEASA PUNJAB” and made the following statement;موجودہ حالات میں ن لیگ سے مزید حکومت کروانا تھکے ہوئے کھسرے سے ڈانس کروانے کے مترادف ہے ”

“The statement made by you is potentially embarrassing to the Government. The comment passed by you is in direct contravention of the Punjab Civil Servants (Conduct) Rules, 1966, particularly Rule 22, which prohibits government servants from making any public statements of fact or opinion capable of embarrassing the Government. The Establishment Division, Government of Pakistan, and the Services & General Administration Department, Government of Punjab, have reiterated the importance of adherence to these rules, with specific emphasis on government servants refraining from engaging in any media platforms that could offend public order and decency, or morality. Your action constitutes a clear and serious violation of Rules, which reflects a blatant of disregard for the obligations, hence you have been found guilty of misconduct.”

Given the availability of sufficient documentary evidence on record, it is not necessary to hold an inquiry into the matter given the provision contained in Section 5 (1)(b) of the Act ibid. It is, therefore, decided to proceed against you under Section 7(b) read with Section 5 (1)(a) of Punjab Employees Efficiency, Discipline and Accountability Act, 2006, the notice said.

“NOW, THEREFORE, you are hereby called upon to show cause in writing within 07-days of the receipt of this notice as to why one or more of the penalties as prescribed under Section 4 of the Punjab Employees Efficiency, Discipline and Accountability Act, 2006 should not be imposed upon you,” it further stated.

Your reply to Show Cause Notice should reach the undersigned, within the said period failing which it shall be presumed that you have no defense to offer and you have admitted the charge. In case, you desire to consult any record on which the aforesaid charges are based or relevant to the aforesaid charge, you may do so with prior arrangements with the Section Officer (Estt.) of this Department within 03-days of the receipt of this notice, it concluded.
