Senate Panel to Deliberate on Regulation of Artificial Intelligence Bill 2024

The Senate Standing Committee on IT and Telecom is set to discuss the “Regulation of Artificial Intelligence Bill 2024” in its next meeting, according to a copy of the agenda obtained by ProPakistani.

The bill, introduced by Senator Afnan Ullah, aims to regulate the rapidly advancing field of artificial intelligence (AI) in Pakistan through the establishment of a comprehensive regulatory framework.

The bill proposes the creation of an Artificial Intelligence Commission, which will oversee AI-related matters. The commission will comprise one chairperson and four members, all of whom will be entitled to salaries and privileges equivalent to those of an MP-1 officer. A dedicated AI regulation fund will be established by the federal government to cover the commission’s operational expenses.

Key provisions of the bill include ensuring equitable access and equal opportunities in the AI sector for all citizens and increasing human involvement in managing and using AI technologies across various fields. The commission will also be responsible for maintaining accountability and transparency in the procedures for collecting, storing, and using data in AI systems. In addition, it will focus on enhancing the security and resilience of AI technologies while promoting environmentally sustainable economic practices.

The bill outlines a clear framework for addressing violations, allowing individuals to lodge complaints with the commission. If a violation is confirmed, the commission will initiate enforcement proceedings against the offenders. Appeals from these decisions will be referred to the High Court or other tribunals established by the federal government. Violators of the bill could face fines ranging from Rs. 1.5 billion to Rs. 2.5 billion, with even harsher penalties in cases involving sensitive or classified data.

The Ministry of IT and Telecom drafted an artificial intelligence policy in June last year, which was made available on the ministry’s website for public feedback. To further refine the policy, the ministry had also constituted a committee for deliberation with stakeholders. This committee comprises experts from industry, academia, civil society, and government representatives, with the goal of ensuring a comprehensive policy that addresses the concerns and needs of all sectors. According to the IT ministry, the AI policy remains in draft form, and consultation is ongoing to finalize it.

Although today’s standing committee meeting was postponed due to unforeseen circumstances, the bill remains on the agenda for the next session, where it will undergo further deliberation. If passed, the legislation would mark a significant step in regulating AI technologies while safeguarding privacy, security, and human dignity, and promoting responsible AI usage in Pakistan.
