Prime Minister’s Office has asked for additional details from the Capital Development Authority (CDA) regarding a request for a Rs. 3 billion interest-free loan for the renovation of the Jinnah Convention Centre (JCC) ahead of the Shanghai Cooperation Organization (SCO) summit.
CDA had initiated the renovation under its emergency clause, bypassing the usual competitive bidding process. The refurbished Jinnah Convention Centre was handed over to the Ministry of Foreign Affairs in time for the SCO summit, scheduled for October 15-16.
The renovation included extensive work on the main hall, committee rooms, corridors, and the installation of new toilet facilities. Furthermore, flooring, paint, glasswork, furniture, and carpets were also upgraded. A CDA official noted that the project was completed to international standards, making the venue suitable for future national and international events.
Although the total expenditure has yet to be calculated, CDA officials confirmed that the Rs. 3 billion loan request covers civil and electrical repairs as well as other associated works. The Prime Minister’s Office has sought clarification on the spending plan, the loan request process, and details about a previously sanctioned Rs. 5 billion loan to the CDA from 2015-16.
The PM’s Office also advised exploring alternatives like public-private partnerships to reduce the burden on public finances. The CDA will provide the necessary details before the loan is considered for approval.
