Lahore Decides Date for Crackdown on Single-Use Plastic

The Environmental Protection Agency (EPA) Punjab has announced a comprehensive crackdown on single-use plastics starting December 10, 2024. In preparation, the agency has issued a notification outlining amendments to existing laws, which introduce fines ranging from Rs5,000 to Rs50,000 for violations. Penalties may also include sealing of premises and confiscation of materials.

According to the revised regulations, plastic shopping bags less than 75 microns will be completely banned from being manufactured, stored, purchased, sold, and used.

Key Measures Introduced

  1. Formation of Plastic Management Committees
    District-level “Plastic Management Committees” will be established across Punjab. These committees, chaired by the respective Deputy Commissioners, will include officers from 12 departments. Their roles will include enforcing the law, promoting alternative solutions to plastic bags, and running public awareness campaigns.

  1. Registration and Regulation of Manufacturers
    Factories producing plastic shopping bags will now require registration under the amended laws, with the process streamlined through gazette notification. Registration fees have been updated, and manufacturers will be provided with legal assistance through the committees.
  2. Public Awareness Campaigns
    EPA has instructed its district officers to collaborate with Deputy Commissioners (DCs) and District Police Officers (DPOs) for effective implementation of the ban. A dedicated media campaign and public awareness initiatives will aim to educate the public, shopkeepers, and wholesalers about eliminating single-use plastics.
  3. Crackdown on Substandard Products
    Strict actions will be taken against factories producing low-quality plastic bags, as part of a broader effort to ensure compliance with the updated regulations.

Promoting Alternatives

The committees will work closely with public representatives to encourage the adoption of eco-friendly alternatives to plastic bags, ensuring a gradual shift to sustainable solutions.

Amendment to the Single-Use Plastic Act 2023

The Punjab government has also amended the Single-Use Plastic Production and Consumption Act 2023 to align with these new measures. This includes providing a legal framework for monitoring, enforcement, and support for stakeholders transitioning away from single-use plastics.

The EPA’s spokesperson, Sajid Bashir, emphasized that sufficient time has been provided to the public, retailers, and wholesalers to phase out single-use plastics. The crackdown reflects Punjab’s commitment to tackling environmental challenges and promoting sustainable practices.
