Starting February 1, motorcyclists and their passengers in Rawalpindi will be required to wear helmets, as announced by Chief Traffic Officer Beenish Fatema.
The initiative is part of safety efforts and reduce road accident fatalities. Those found violating the rule will face a fine of Rs. 2,000, and their motorcycles may be impounded by the authorities.
This regulation comes after a similar rule in Lahore, where wearing helmets has been made compulsory for both riders and passengers. Lahore Traffic Police DIG Muhammad Athar Waheed stressed the importance of this rule, highlighting that passengers are just as vulnerable as riders and must be equally protected.
Officials have reported encouraging results from such measures, noting a 26% drop in motorcycle-related deaths in areas where helmet use is enforced. The rule is expected to significantly improve road safety while fostering a culture of responsible riding.

This is, mandatory in almost all countries if the world.
I experienced it way back in 1980 in Thailand where Bikea(motorcycle taxi) used to have a helmet for the passenger as well.

The policy will create problems for common man using motor cycle as family transport. First redesign motor cycles such that helmets are not required to carried by the driver. Also the provided space should be enough for accommodating four helmets.
Thats good saftey but only if the police wear them to set an example!
