Pakistan’s civil service examination system is expected to undergo a major overhaul as the government moves towards a more specialized recruitment process.
According to reports, the Civil Service Reforms Committee has finalized recommendations to replace the current Central Superior Services (CSS) exam with a cluster-based system.
The proposed changes aim to ensure that professionals are assigned to relevant technical fields instead of the existing general allocation method.
A senior official revealed that the final report will soon be presented to the federal cabinet for approval. The committee has already completed discussions on key issues, including revisions to compensation and pension structures.
In the proposed system, every service group will have distinct qualification requirements and a separate competitive exam to ensure candidates are placed in roles that match their expertise. This marks a shift from the current model, where candidates are placed in various departments regardless of their educational background.
The reform efforts gained momentum after Planning Minister Ahsan Iqbal highlighted governance inefficiencies. Following his recommendations, Prime Minister Shehbaz Sharif tasked the committee with developing a modern civil service framework aimed at improving efficiency and service delivery.

We see for example, health secretary being appointed who does not know anything relating to health problems or a person in police service who does not bit of law or use of weapons.

Everything this government is doing ,or planning to do, is not good for Pakistan and general public .now they want to bring their own kids their own chosen people. Let us all bid Farewell to the only genuine platform left in Pakistan.
Every step taken towards reform by the government ends up increasing efficiency in corruption.
Reforms in the civil service are good and long awaiting. However , transparent system is required to make it reliable. Previously, some changes were made by the Naqvi Sb. But all proved counter productive( DCO etc)
In order to achieve the desired goals for the purpose, all such systems, already being in practice in the developed countries, should be evaluated with respect to our needs.
Css has not given anything to pakistan except huge burden in my opinion. There must be strict check on them like other departments.

Even for the politicians their needs to be a sensible criteria. eg. minimum education level should be a Ph.D. in a field that suits a ministry. Go through an examination system, Medical fitness and interview. Age should be between 50 and 70 years. should have served in the same field for at least 10 years to know about its working. No dual nationality. No business. If he does not achieve nothing with in six months he should be disqualified for ever. He should be held accountable for every losses
The cuntry is disfunctional and will be bought for pennies by its creditors. That is how Creditor Hitmen work. They are even on an official visit to determine future buying/selling prospects. They know we can’t pay back the gargantuan debt. Too little too late. Forget CSS. Can you take steps to stop all this? Before “They” are our sole proprietors???
Though it seems to be good but actually the motive behind This decision is to pave the way for the people who do not posses the ability of cracking this exam.

I think system including Trining setups should be adopted in every civil department and suggested the system obtain from Pakistan Air Force. One of outstanding financial, logistics, audit of procurement, Q&E and IG Branch etc.
