The Wireless Internet Service Providers Association of Pakistan (WISPAP.org) has submitted key recommendations to the Pakistan Telecommunication Authority (PTA) regarding the Local Loop (LL) Licensing Regime, urging for a modernized, technology-neutral framework that encourages broadband expansion, innovation, and fair competition.
In response to PTA’s Consultation Paper on Local Loop Licensing, WISPAP has called for removing outdated mandatory voice service requirements for LL licensees and introducing an ISP-only Local Loop license to accelerate high-speed internet access across the country.
Chairman of WISPAP stated, “The future of Pakistan’s digital economy depends on our ability to adapt to global best practices. Regulators worldwide, from the UK to India and Australia, have embraced technology-neutral licensing models that prioritize broadband growth. Pakistan must not be left behind.”
Key Demands
- No Mandatory Voice Services: LL licensees should have the option to operate as broadband-only service providers without being required to offer voice telephony.
- Technology-neutral licensing: Allow the use of modern technologies such as VoIP, SDN, NFV, and cloud-based networks to enhance service efficiency and lower costs.
- Dedicated ISP-Only LL License: Introduce a broadband-only Local Loop license to promote high-speed internet expansion, especially in rural and underserved areas.
- Fair Numbering Resource Allocation: Numbering resources should be assigned only to those LL licensees offering voice services, avoiding unnecessary regulatory obligations on broadband-focused providers.
- Protection Against Anti-Competitive Practices: PTA must ensure that dominant telecom players do not unfairly disadvantage smaller ISPs and LL operators, enabling a competitive and fair market.
The Chairman emphasized that Pakistan’s broadband future depends on creating an investment-friendly regulatory framework that supports innovation, cost-effective service delivery, and rural connectivity. “The regulatory landscape must evolve to attract local and foreign investment in telecom infrastructure, fostering a truly competitive market that benefits businesses and consumers alike,” he added.
WISPAP has submitted its detailed recommendations to the PTA and urges all stakeholders, including the government, industry experts, and the public, to support/consider these reforms.
