Daily Challan Limit Fixed for Traffic Police

The City Traffic Police in Rawalpindi have reportedly been directed to issue a minimum of 15 traffic challans (tickets) per day, with a particular focus on helmet violations, according to a report by Dawn, citing sources.

As per the internal communication, every officer in the first and second shifts must ensure that their challan diary reflects no fewer than 15 violations per day. Diaries with fewer entries “will not be accepted at all,” the message reportedly warned. A special report of the challans is also to be presented to senior police officials.

The same communication also stressed that each officer is expected to issue at least five challans specifically for helmet-related violations. “Make sure the respect of police high-ups as well as of your own,” the message stated, noting that orders had been issued repeatedly and were not being taken seriously.

When approached for comment, Punjab’s Additional Inspector General of Traffic Police, Mirza Faran Baig, told Dawn that the traffic police do not have a quota system. “The idea of target challans does not exist, and we have not issued any such directives to the police,” he said.

Baig added that the message may have been an attempt by a local officer to motivate staff to enforce traffic rules more effectively.
