The Sindh cabinet on Tuesday approved a wide-ranging set of reforms aimed at improving road safety across the province, including the establishment of dedicated traffic courts and stricter enforcement measures.
Key Decisions Announced:
- Traffic Courts: Special courts will be set up to deal exclusively with traffic violations.
- Crackdown on Violations: A province-wide operation will target fancy number plates, tinted windows, fake government plates, and official vehicles violating traffic rules.
- Double Penalties for Officials: Fines will be doubled for violations committed by government vehicles.
- E-Challan System: An electronic challan and surveillance camera system will be introduced to enhance monitoring and enforcement.
- Fitness Certificates: All commercial vehicles must now obtain valid fitness certificates, with a Rs. 10,000 fine for non-compliance.
Vehicle Restrictions and Licensing Updates:
- Vehicles older than 20 years will be banned from interprovincial routes, while those over 25 years will not be allowed on intercity routes.
- Substandard rickshaws and loaders will face a complete ban.
- HTV drivers must complete 30 hours of certified pre-license education from an approved institution.
- The age for obtaining an HTV license has been lowered from 24 to 22, provided the applicant has one year of LTV experience.
New Enforcement Rules:
- Automated systems will issue fixed penalty notices for no-parking violations.
- Fines for unauthorised modifications, like tinted windows, can reach up to Rs. 300,000 for repeat offenses.
Ministers Saeed Ghani and Mukesh Kumar Chawla briefed the media, stating the government aims to ensure safer roads and efficient traffic regulation through these sweeping changes.

With all due respect to Dig traffic. To allow bike riders to use lisenc and registration card copy cause there is lot of snatching in Karachi. And if someone lose documents is another painful process to get new.

The Kyc biggest of terrific is to run your car with in road lines, a motorcyclist, you find in every line from right to left, each should travel its own line.
Currently kyc most of road are violated for wrong direction.
Hope they also believe to have roads first for the purpose of road safety??

E- Challan is ok but car should have to test after 1. Year.so that E-Challan will be received and confirmed.
First govt should stop bribing habit of traffic police, than traffic rules could be enforced.
In civilized countries ordinary policeman power (challan) cant be challenged.
Good gesture if there implementation of law to control traffic on roads. Sind Govt should first provide proper roads. Traffic symbols are fixed in proper places. Lights on roads. No jumping road.

IG motorway is requested to arrange strict compliance of Heavy Vehicle not to run on high limit track. They should run on left third line.

The concerns ministry has failed to implement safety rule on manufacturing/assembling of Vehicle. Less than 20 out of 200 safety rule are observed.
